Overview
The American Falls plant is home to three hydroelectric generators.The plant will be undergoing a major outage
to modernize the control and power distribution networks for all three units. Included in the update will be
programmable logic controllers (PLC), protection relays, motor starters and load centers.The contractor will be
responsible for assisting with the removal of old equipment and installation of the new equipment(physical
connections and equipment placement).The project is scheduled to run from August 2023 through May 2024.
The removals and updates will be carried out simultaneously across all three units.
This document has been assembled with the intent of providing an overview of the modifications planned for
American Falls.The goal of the document will be to provide an adequate level of information required to properly
gauge required crew experience and member numbers necessary to carry out the planned work. It will also
provide an estimate on the timeline for each phase of the construction timeline.
Improvements
The project will include 3 new unit specific PLCs. Each of these controllers will have two or more racks separate
from the main.There will be a separate balance of plant (BOP) PLC that will also have two or more racks.The new
racks will be contained within new cabinets which will have all internal wiring completed prior to the project start
date.The placement of these cabinets will be carried out prior to the start of the contracted work. All associated
1/0 to and from these cabinets, as well as power, will need to be wired out as part of the contracted work.
Apart from the PLC cabinets,there will be 14 new 83"x20" wide panels installed in the plant control room.All
internal wiring for these will be completed prior to the project start date. All associated wiring to/from each
individual panel as well as panel placement will need to be carried out during the installation.
At least 7 new three-phase load centers will be installed as part of the project.These will be wall mounted and
contain around 14 loads per panel. Wiring out the loads and associated 1/0 will take place during installation.
37 new motor starters will be installed at various locations throughout the plant. All wiring to/from these starters
including the 1/0 will need to be completed during the installation. Some of the existing starters will need to be
removed and the new starters mounted.

Removal
Removal of old equipment/cable will be carried out prior to the installation of the new equipment/cable.The
removal process will take place at different stages of the installation as space becomes necessary and the project
progresses through each phase.
Major removals will include the existing panels within the main control room, load centers and miscellaneous
internals of existing cabinets. Some cable will also need to be removed. On-site disposal will be available. Salvage
plans are already in place. For details of equipment removal see accompanying drawings. Anything in green will
be removed.
Installation
Below is an overview of the major installations that will occur during the construction window. Please refer to the
accompanying drawing package for detailed schematics/layouts pertaining to the installation. Anything in Red will
be part of the installation.
PLC equipment
Installation will consist of 7 new cabinets housing the new PLC equipment and remote 1/0 (RIO). 4 new panels will
also be installed as part of the PLC package in various locations within the plant.All the internal wiring for these
cabinets/panels will be completed prior to installation. Once the new cabinets and panels are in place,the power
and 1/0 wiring will need to be completed.

There is around 260 1/0 points per unit.Totaling around 780 across the three units.The BOP will have around 320
1/0 points separate from the Unit specific 1/0.
Load Centers
7 new load centers will be installed though their exact placement is still pending review as well as estimated cable
lengths.
Control Room Panels
14 new 83"x20" panels will be installed in the control room to replace the existing array. Each will house an
assortment of protection relays, switches,terminal blocks,fuses,and miscellaneous electrical components.All
internal wiring of each individual panel will be complete prior to installation. Once the new panels have been
placed in their respective positions all incoming/outgoing wiring from each panel will need to be completed.
Motor Starters
37 new motor starters will be installed throughout the plant.The current plan is to have them installed prior to
the project start date but depending on installation location and various removals there could still be some left to
hang. All incoming/outgoing wiring including control 1/0 will need to be completed as part of the installation. All
starters should be pre-assembled and require minimal modification.

be completed.This document and accompanying drawings are intended to provide an overview of the type of
work being done and emphasize the breadth of the project scope. Prior to construction a full set of complete
project drawings and wiring diagrams will be provided.All on site work will be supervised and led by an Idaho
Power representative.
