Inspection Summary
Audit consisted of inspecting field installed equipment and operator qualification for the Nampa, Idaho
inspection units. Records and procedures for all Idaho Intermountain Gas Units were inspected in February
2020 at the Intermountain Gas Company(IGC) headquarters in Boise, Idaho.
June 8-10, 2020: (5.5 Standard and .5 OQ)
Met with IGC company representatives in the Nampa district office for in-brief and to begin field audit.
Regulator Stations 30016, 30017, 30018, 30019, 30020, 30021, 30022, 30023, 30025, 30044, 30056, 30079,
30082, 30084, 30090, 30091, 30093, 30095, 30096, 30098, 30099, 30100, 30101, 30102, 30103, 30104, 30105,
30106, 30107, 30108, 30109, 30110, 30111, 30171, 30174, 30182, 30195, 30200, and 30206 were inspected for
proper operating parameters, regulator lock-up, relief device operation, cathodic protection pipe-to-soil
readings, pipe-to soil interface wrap protection, station warning signs and right-of-way clearances.
Nine casing-to-carrier isolation checks, three cathodic protection rectifier, three pipeline patrols, and eight
emergency isolation valves were checked for proper operation, observations listed below.
An operator qualification inspection was performed on Domingo Enrico an IGC employee that was performing
valve maintenance: inspection/partial operation. Domingo performed the tasks in a satisfactory manner.
An IPUC Form 3 (exit interview) was performed following the district inspection with Kelley Gorringe
(Compliance/Audit Specialist), and Rachel Anderson (District Manager) of Intermountain Gas Company.
Observations:
ACP 317-006 had no hangers, possible contact with concrete and coating was deteriorated
Failed lock-up: Reg Stations: 30017 (Prim), 30018 (Sec), 30019 (Prim), 30022 (Prim), 30084 (Prim), 30090 (Prim),
30095 (Prim), 30100 (Prim & Sec), 30110(Sec) and 30195 (Sec), corrected on the spot.
Reg Station 30110 relief failed to reseat
Reg station 30079, paint deteriorated
Reg station 30101, wrap is deteriorated allowing water to pool inside tape gaps
