Reviewed the LNG plant Emergency Manual, Fire Manual, Operations Procedure Manual, Preventative
Maintenance Guide, Plant Maintenance Training Manual, Equipment Operations Manual and Security Training
Manuals for compliance with 49 CFR part 193, NFPA 59A. Prepared for the LNG inspection through review of
the inspection forms and 2019 inspection results.

Kyle Russo and Darrin Ulmer of the Idaho Public Utilities Commission met with Intermountain Gas Company
LNG Plant personnel Craig Chapen, Jacob Tschida, David Gutschmidt, Russ Nishikawa, Dean Daniels, Daniel
Osterhout and Kelley Gorringe to conduct an audit of records and field review for plant operations for calendar
year 2019. The PHMSA Inspector Assistant Program was used to conduct a LNG Facility Inspection on the
records and field portions as they applied to the facility. The Procedural portion of the inspection was
conducted in November 2018 after procedures were updated to reflect changes/upgrades to the facility. An
operator qualification inspection was performed on Jacob Tshida an IGC employee that was performing LNG
operations. Jacob performed the task in a satisfactory manner. An IPUC Form 3 (exit interview) was performed
following the inspection with David Gutschmidt (Manager, Compliance &Operations Programs).
