Inspection Summary
Audit consisted of inspecting field installed equipment and operator qualification for the Boise, Idaho inspection
units. Records and procedures for all Idaho Intermountain Gas Units were inspected in February 2020 at the
Intermountain Gas Company (IGC) headquarters in Boise, Idaho.
June 15-18,2020: (7.5 Standard and .5 OQ)
Met with IGC company representatives in the Boise district office for in-brief and to begin field audit.
Regulator Stations 40093,40095, 40096, 40097, 40098, 40099, 40100, 40132, 40133, 40136,40137, 40140,
40154, 40155, 40156, 40157, 40159,40160, 40161, 40163, 40164, 40165,40166, 40167,40168, 40169, 40170,
40171,40172, 40173, 40174, 40178 and 40180 were inspected for proper operating parameters, regulator lock-
up, relief device operation, cathodic protection pipe-to-soil readings, pipe-to soil interface wrap protection,
station warning signs and right-of-way clearances.
Ten casing-to-carrier isolation checks, three cathodic protection rectifier,ten pipeline patrols, and ten
emergency isolation valves were checked for proper operation, observations listed below.
An operator qualification inspection was performed on Michael Buckner an IGC employee that was performing
valve maintenance: inspection/partial operation. Michael performed the task in a satisfactory manner.
An IPUC Form 3 (exit interview)was performed following the district inspection with Kelley Gorringe
(Compliance/Audit Specialist) of Intermountain Gas Company.
Observations:
Not Plumbed for lock-up: Reg Stations: 40165, 40167, and 40170.
Failed lock-up: Reg Stations: 40169 (Prim), corrected on the spot.
Wrap deteriorated: Reg Stations: 40156 and 40157.
Flapper needs to be lowered: Reg Station: 40100.
Patrol PP-425-011 pipe was touching metal frame of hanger.
Patrol ACP-425-001 gas line was touching other pipes in several locations, concern of rubbing coating away.
