Inspection Summary
Audit consisted of inspecting field installed equipment and operator qualification for the Pocatello, Idaho
inspection units. Records and procedures for all Idaho Intermountain Gas Units were inspected in February
2019 at the Intermountain Gas Company(IGC) headquarters in Boise, Idaho.
July 5, 2019: (1 Standard Prep)
Prepared for the field audit of Intermountain Gas Company's natural gas distribution pipeline for the Pocatello ,
Idaho inspection unit. Reviewed operators operations/maintenance manuals, emergency manuals, operator
qualification procedures and the previous years audit results. Prepared PHMSA Form 2 and IPUC Forms and
worksheets for the inspection.
July 7, 2019: (3 Standard Travel)
Traveled to Pocatello, ID.
July 8-10, 2019: (7.5 Standard & 1.5 OQ)
Met with IGC company representatives in the Pocatello district office for in-brief and to begin field audit.
Regulator Stations 60048, 60049, 60052, 60053, 60054, 60055, 60056, 60058, 60060, 60064, 60065, 60066,
60067, 60068, 60069, 60070, 60071, 60072, 60074, 60075, 60076, 60077, 60080, 60118, 60119, 60120, 60121,
60125 and 60126 were inspected for proper operating parameters, regulator lock-up, relief device operation,
cathodic protection pipe-to-soil readings, pipe-to soil interface wrap protection, station warning signs and right-
of-way clearances.
Ten casing-to-carrier isolation checks,ten cathodic protection rectifiers, one pipeline patrol, and ten emergency
isolation valves were checked for proper operation and found to be operating properly.
An IPUC Form 3 (exit interview)was performed following the district inspection with A Murphy(Operations
Manager), Kelley Gorringe (Pipeline Safety Specialist), Kelly Crystal (Cathodic Technician) Jeremy DeGiulio
(Valve Maintenance) and Sherm Schmidt (Meter Inspector) of Intermountain Gas Company.
Observations:
Reg Station: 60118 primary failed lock-up. Meter inspector replaced diaphragm/needle on the spot.
Reg Stations: 60067 and 60068 had low CP reads. CP Tech will be placing anodes in the area.
Reg Station: 60076 had leaks on the inlet tubing of the pilot (2x1 Mooney). Meter inspector fixed issues.
