Records and procedures for all Idaho Intermountain Gas Units were inspected in February 2019 at the Intermountain Gas Company(IGC) headquarters in Boise, Idaho. Jun 14,2019: (1 Standard Prep) Prepared for the field audit of Intermountain Gas Company's natural gas distribution pipeline for the Nampa, Idaho inspection unit. Reviewed operators operations/maintenance manuals, emergency manuals, operator qualification procedures and the previous years audit results. Prepared PHMSA Form 2 and IPUC Forms and worksheets for the inspection. June 17-20, 2019: (7 Standard and 1 OQ) Met with IGC company representatives in the Nampa district office for in-brief and to begin field audit. Regulator Stations 30017, 30019, 30020, 30021, 30022, 30023, 30024, 30025, 30026, 30027, 30028, 30029, 30030, 30031, 30033, 30034, 30035, 30036, 30037, 30038, 30040, 30041, 30043, 30044, 30052, 30053, 30057, 30059, 30061, 30078, 30079, 30084, 30085, 30095, 30103, 30107, 30142, 30146, 30147, 30148, 30149, 30170, 30179, 30188, 30199 were inspected for proper operating parameters, regulator lock-up, relief device operation, cathodic protection pipe-to-soil readings, pipe-to soil interface wrap protection, station warning signs and right-of-way clearances. Six casing-to-carrier isolation checks, four cathodic protection rectifier four pipeline patrols, and sixteen emergency isolation valves were checked for proper operation, observations listed below. An operator qualification inspection was performed on Michael Buckner and Matthew Sharpe IGC employees that were performing valve maintenance: inspection/partial operation. Both performed the tasks in a satisfactory manner. An IPUC Form 3 (exit interview) was performed following the district inspection with Kelley Gorringe (Compliance/Audit Specialist), Dave Call (Meter Inspector) and Scott Hubbard (Corrosion Tech) of Intermountain Gas Company. IPUC Form 1 Idaho PUC Pipeline Safety Inspection Summary Observations: Not Plumbed for lock-up: Reg Stations: 30061, 30107, 30147, 30029, 30031, 30148 and 30149. Failed lock-up: Reg Stations: 30052, 30084, 30027, 30053, 30078, 30084, 30095, 30035 and 30025, corrected on the spot. Casing 31800501 end seal needs replaced/repaired as it is not water tight Low CP Read: Reg Stations: 30041, 30103 and 30179 CP Tech is investigating. Reg station 30044, relief line valve left unsecured Reg station 30107, relief underground isolation valve leaking. (350-076) June 21, 2019: (1 Standard Post) Completed forms and typed report.
