Arrived to find that Diamond C Construction had ripped a 2" main PE line in half while excavating/removing an old culvert. IGC service tech had arrived a short time earlier and pinched off the line. The area had been cordoned off and personnel evacuated from the immediate area. We did our initial assessment of the cause of the dig-in and it was observed that Diamond C Construction personnel had potholed to locate the line and knew the approximate depth but had not followed Idaho Dig Line laws and were digging within inches of a live gas line with excavation equipment, additionally they were digging across the top of the line. We also found that the line locate marks were within 2' tolerence. IGC repair crew arrived at approximately 0930 and assessed the repair procedures needed to put the line back in service. IGC personnel completed excavating the line and intalled Metfit repair couplings and did a 1 hour pressure test. At that point IGC service tech performed testing of the gas and putting the line back in service. Attachments: Misc photos of the dig-in site are contained in the file. OQ's for all observed employees are located in file for the project.
