Joe Leckie of the Idaho Public Utilities Commission met with Avista's Randy Bareither(Pipeline Safety Engineer)
and Hallie Rowland (DER) at Avista's headquarters in Spokane, WA to review their DOT Anti-Drug and Alcohol
Plan. PHMSA's Substance Abuse Program Comprehensive Audit and Inspection Protocol Form#3.1.11 Rev 2
was used as a guide throughout the audit to ensure all areas were completed. This audit was conducted jointly
with Washington's UTC who led the inspection.
As a result of the inspection, the MIS Data Collection Forms have revealed that Avista's consortium contractor
pool may not have met the required 50 percent testing rate.
