Inspection Summary
Audit consisted of inspecting field installed equipment and operator qualification for the Twin Falls, Idaho
inspection units. Records and procedures for all Idaho Intermountain Gas Units were inspected in March 2018
at the Intermountain Gas Company(IGC) headquarters in Boise, Idaho.
Aug 3,2018: (1 Standard Prep)
Prepared for the field audit of Intermountain Gas Company's natural gas distribution pipeline for the Twin Falls,
Idaho inspection unit. Reviewed operators operations/maintenance manuals, emergency manuals, operator
qualification procedures and the previous years audit results. Prepared PHMSA Form 2 and IPUC Forms and
worksheets for the inspection.
Aug 6-7, 2018: (3.5 Standard and .5 OQ)
Met with IGC company representatives in the Twin Falls district office for in-brief and to begin field audit.
Regulator Stations 50006, 50015, 50021, 50022, 50027, 50028, 50029, 50036, 50038, 50058, 50059, 50060,
50061, 50063, 50064, 50065, and 50133 were inspected for proper operating parameters, regulator lock-up,
relief device operation, cathodic protection pipe-to-soil readings, pipe-to soil interface wrap protection, station
warning signs and right-of-way clearances.
Five casing-to-carrier isolation checks,five cathodic protection rectifiers, one pipeline patrol, and six emergency
isolation valves were checked for proper operation and found to be operating properly.
An IPUC Form 3 (exit interview)was performed following the district inspection with Jim Capps (District
Manager) and Theresa Browne (Pipeline Safety Specialist) Intermountain Gas Company.
Observations:
Reg Stations: 50060, 50061, 50063 and 50065 not plumbed for lock-up.
Reg Stations: 50058A primary regulator failed to lock-up.
Reg Stations: 50058A and 50059B unable to perform lock-up under normal operations, had to manipulate regs
to get lock-up read.
Reg Stations: 50034 and 50035 have been retired.
Casing: 57700201 is shorted and IGC is performing Leak Surveys, last performed on 9 April and 12 July.
Emergency Valve: 550-0596 we were unable to operate due to potential overpressure of town system, was last
operated/inspected on 4/27/18.
