Inspection Summary
Audit consisted of inspecting field installed equipment and operator qualification for the Idaho Falls, Idaho
inspection units. Records and procedures for all Idaho Intermountain Gas Units were inspected in March 2018
at the Intermountain Gas Company (IGC) headquarters in Boise, Idaho.
May 21, 2018: (1 Standard Prep)
Prepared for the field audit of Intermountain Gas Company's natural gas distribution pipeline for the Idaho Falls,
Idaho inspection unit. Reviewed operators operations/maintenance manuals, emergency manuals, operator
qualification procedures and the previous years audit results. Prepared PHMSA Form 2 and IPUC Forms and
worksheets for the inspection.
May 22-24, 2018: (6 Standard)
Met with IGC company representatives in the Idaho Falls district office for in-brief and to begin field audit.
Regulator Stations 70001, 70002, 70003, 70006, 70007, 70022, 70024, 70025, 70038, 70039, 70042, 70046,
70047, 70049, 70065, 70066, 70067 and 70068 were inspected for proper operating parameters, regulator lock-
up, relief device operation, cathodic protection pipe-to-soil readings, pipe-to soil interface wrap protection,
station warning signs and right-of-way clearances.
Four casing-to-carrier isolation checks, five cathodic protection rectifiers, five pipeline patrol, and four
emergency isolation valves were checked for proper operation and found to be operating properly.
An IPUC Form 3 (exit interview) was performed following the district inspection with Charlie Haszier (Operations
Manager), Kelley Gorringe (Pipeline Safety Specialist) and Judd McNeil (Cathodic Technician) of Intermountain
Gas Company.
Observations:
Reg Stations: 70006 and 70068 not plumbed for lock-up.
Reg Stations: 70039 (-0.73) and 70042 (-0.83) had low CP readings.
Reg Stations: 70039 (tubing), 70047 (old valve) and 70065 (tubing) had leaks upon arrival.
Reg Stations: 70038 (primary & secondary), 70025 (primary), 70003 (secondary) and 70065 (secondary) failed
to lock-up. Meter inspector replaced diaphragms and cleaned needles on the spot.
Casing 741-09101 had low CP read.
Patrol ACP 741-007 Marking unreadable, CP tech attached new sticker.
