Inspection Summary
Audit consisted of inspecting field installed equipment and operator qualification for the Boise, Idaho inspection
units. Records and procedures for all Idaho Intermountain Gas Units were inspected in March 2018 at the
Intermountain Gas Company (IGC) headquarters in Boise, Idaho.
June 8, 2018: (1 Standard Prep)
Prepared for the field audit of Intermountain Gas Company's natural gas distribution pipeline for the Boise,
Idaho inspection unit. Reviewed operators operations/maintenance manuals, emergency manuals, operator
qualification procedures and the previous years audit results. Prepared PHMSA Form 2 and IPUC Forms and
worksheets for the inspection.
June 11-12, 2018: (4.5 Standard, 1.5 OQ)
Met with IGC company representatives in the Boise district office for in-brief and to begin field audit.
Regulator Stations 40031, 40035, 40036, 40037, 40039, 40041, 40042,40043, 40054, 40057, 40060, 40076,
40077, 40079, 40083, 40084, 40090 and 40129 were inspected for proper operating parameters, regulator lock
up, relief device operation, cathodic protection pipe-to-soil readings, pipe-to soil interface wrap protection,
station warning signs and right-of-way clearances.
Two casing-to-carrier isolation checks, three cathodic protection rectifiers, two pipeline patrols, and two
emergency isolation valves were checked for proper operation and found to be operating properly.
An IPUC Form 3 (exit interview) was performed following the district inspection with Roger Phillips (Operations
Manager), Theresa Browne (Pipeline Safety Specialist), Brandon Croy (Corrosion Technician) and Chris Coe
(Meter Inspector) of Intermountain Gas Company.
Observations:
Reg Stations: 40076, 40077 and 40083 not plumbed for lock-up.
Reg Station: 40042 primary reg failed to lock-up.
