ORDER NO. 36317
On August 14, 2024,the Commission issued Order No. 36290, granting Syringa Water
Inc.'s ("Company") application for a Certificate of Public Convenience and Necessity.
Additionally, in Order No 36290 we directed Staff to open a separate docket to evaluate whether
the Company's rates are fair,just, and reasonable. See Order No. 36290 at 5.
During the Commission's August 27,2024,decision meeting Staff presented a decision
memorandum, recommending the opening of the docket to evaluate the Company's rates
contemplated by Order No. 36290 without delay. Considering the concerns expressed in the public
comments related to recent rate increases by the Company and our directive to Staff in Order No.
36290, we End it reasonable to investigate whether the rates the Company charges its customers
are fair, just, and reasonable. Furthermore, we direct the Company to respond to discovery
questions and inquiries made by Staff. Once Staff completes its investigation it shall make a
recommendation to the Commission regarding the Company's rates.
ORDER
IT IS HEREBY ORDERED that Staff shall investigate the Company's rates and
evaluate whether they are fair,just, and reasonable. Staff shall provide a recommendation to the
Commission for further action when it has concluded its investigation.
IT IS FURTHER ORDERED that the Company shall respond to Staff s inquiries. The
Company is directed to cooperate with Staff s investigation. Staff is directed to issue production
requests, written interrogatories or other forms of discovery and pursue its statutory right to
examine and audit the records of the Company as they relate or pertain to the sale of water.
IT IS FURTHER ORDERED that parties comply with Order No. 35375, issued April
21, 2022. Generally, all pleadings should be filed with the Commission electronically and will be
deemed timely filed when received by the Commission Secretary.See Rule 14.02. Service between

parties should continue to be accomplished electronically when possible. However, voluminous
discovery-related documents may be filed and served on CD-ROM or a USB flash drive.
