AVU-E-24-09 AVU-G-24-03 NOTICE OF APPLICATIONS NOTICE OF INTERVENTION DEADLINE ORDER NO. 36303 On August 1, 2024, Avista Corporation, doing business as Avista Utilities (“Company”), filed two applications with the Idaho Public Utilities Commission (“Commission”) requesting prudence determinations of its 2022-2023 Electric and Natural Gas Energy Efficiency Expenses (collectively “Applications”). The Company requests an order designating its electric energy efficiency expenditures from January 1, 2022, through December 31, 2023, funded through the Company’s Schedule 91 Energy Efficiency Rider Adjustment in the amount of $15,972,882, as prudently incurred. The Company also requests an order designating its natural gas energy efficiency expenditures from January 1, 2022, through December 31, 2023, funded through the Company’s Schedule 191 Energy Efficiency Rider Adjustment in the amount of $4,149,757, as prudently incurred. At the August 13, 2024, Decision Meeting, Commission Staff recommended the Commission process the Applications together, and establish a 21-day intervention deadline. The Commission finds that processing these cases together is reasonable and will be an efficient use of resources for any parties wishing to join. If circumstances change, or the issues diverge, the Commission may consider bifurcating the cases at that time. NOTICE OF APPLICATIONS YOU ARE HEREBY NOTIFIED that the Company represents that its Energy Efficiency Program (“Program”) consist of options for residential, non-residential and low-income customer segments, and includes offerings through traditional prescriptive channels along with site-specific projects, upstream buy-down programs, and other options. The Program is funded through the NOTICE OF APPLICATIONS NOTICE OF INTERVENTION DEADLINE ORDER NO. 36303 2 Company’s Electric and Natural Gas Energy Efficiency Rider Adjustments (Schedule 91 and Schedule 191), or tariff riders. YOU ARE FURTHER NOTIFIED that the Company represents that each option is designed to meet cost-effectiveness requirements and is evaluated by a third-party evaluator each year, and the results of both the Company’s and the third-party evaluator’s annual assessments of the Program are contained within the Annual Conservation Report (“ACR”) that the Company has filed with the Applications. YOU ARE FURTHER NOTIFIED that the Company requests a Commission determination that $15,972,882 of expenditures incurred during 2022 and 2023 for the Company’s Program and electric services were prudent and in the public interest. YOU ARE FURTHER NOTIFIED that the Company also requests a Commission determination that $4,149,757 of expenditures incurred during 2022 and 2023 for the Company’s Program and natural gas services were prudent and in the public interest. YOU ARE FURTHER NOTIFIED that the Applications have been filed with the Commission and are available for public inspection during regular business hours at the Commission’s office. These documents are also available on the Commission’s website at www.puc.idaho.gov. Click on the “ELECTRIC” or “NATURAL GAS” icon, select “Open Cases,” and click on the case number(s) as shown on the front of this document. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code, and that all proceedings in this matter will be conducted pursuant to the Commission’s Rules of Procedure, IDAPA 31.01.01.000 et seq. NOTICE OF INTERVENTION DEADLINE YOU ARE FURTHER NOTIFIED that persons desiring to intervene in this matter to obtain parties’ rights of participation must file a Petition to Intervene with the Commission pursuant to this Commission’s Rules of Procedure 71-73, IDAPA 31.01.01.072-073. Persons who wish to intervene as a party must file a Petition to Intervene no later than twenty-one (21) days after the date of service of this Order. Persons desiring to present their views without parties’ rights of participation do not have to intervene and may present their comments without prior notification to the Commission or the parties. NOTICE OF APPLICATIONS NOTICE OF INTERVENTION DEADLINE ORDER NO. 36303 3 YOU ARE FURTHER NOTIFIED that the Commission Secretary shall issue a Notice of Parties after the deadline for intervention has passed. The Notice of Parties shall assign exhibit numbers to each party in this proceeding. YOU ARE FURTHER NOTIFIED that once the Notice of Parties is issued, Commission Staff (“Staff”) will informally confer with the parties to discuss a schedule to process this case, and other issues as may be raised by the parties. IT IS FURTHER ORDERED that, after the Secretary issues a Notice of Parties, Staff will informally confer with the parties to discuss the appropriate scheduling of this case. IT IS FURTHER ORDERED that parties comply with Order No. 35375, issued April 21, 2022. Generally, all pleadings should be filed with the Commission electronically and will be deemed timely filed when received by the Commission Secretary. See Rule 14.02. Service between parties should continue to be accomplished electronically when possible. However, voluminous discovery-related documents may be filed and served on CD-ROM or a USB flash drive.
