PAC-E-24-10 POWER'S APPLICATION FOR A ) PRUDENCY DETERMINATION OF ITS ) NOTICE OF APPLICATION DEMAND SIDE MANAGEMENT EXPENSES ) INCURRED IN 2022 AND 2023 ) NOTICE OF INTERVENTION DEADLINE ORDER NO. 36315 On August 19, 2024, Rocky Mountain Power, a division of PacifiCorp ("Company") applied for an order designating $9,102,982 in 2022 and 2023 Demand Side Management ("DSM") expenditures as prudently incurred. The Company funds its DSM programs through Schedule 191-Customer Energy Efficiency Service Rate Adjustment ("Schedule 191"). Schedule 191 funds four energy efficiency programs and two load management programs.' The Company requests its application be processed by modified procedure. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that the Company requests a prudency determination on 2022 DSM expenditures of$4,194,713 and 2023 DSM expenditures of$4,908,269. YOU ARE FURTHER NOTIFIED that in 2022 the Company's Schedule 191 DSM programs achieved 16,017 megawatt-hours ("MWh") of savings and in 2023 18,812 MWhs. YOU ARE FURTHER NOTIFIED that the Company's accrual basis accumulated balance was $180,721 overfunded on January 1, 2022 and $551,345 underfunded on December 31, 2023. YOU ARE FURTHER NOTIFIED that the Company included process and impact evaluations for its Wattsmart Business 2020-21, Home Energy Reports ("HER") 2020-21, and Low Income Weatherization 2018-19 that were published during 2022-23's prudency timeframe. YOU ARE FURTHER NOTIFIED that, as required by Order No. 35814, the Company reports it conducted in-house audits of its two partner agencies that administer its Low Income Energy Conservation Education program in Idaho. The Company provided a report of its audit with its Application. YOU ARE FURTHER NOTIFIED that the Application, annual report, and supporting documentation have been filed with the Commission and are available for public inspection during regular business hours at the Commission's office. These documents are also available on the Commission's website at www.puc.idaho.gov. Click on the "Electric" icon, select"Open Cases," and then click on the case number as shown on the front of this document. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code, and that all proceedings in this matter will be conducted pursuant to the Commission's Rules of Procedure, IDAPA 31.01.01.000 et seq. NOTICE OF INTERVENTION DEADLINE YOU ARE FURTHER NOTIFIED that persons desiring to intervene in this matter to obtain parties' rights of participation must file a Petition to Intervene with the Commission pursuant to this Commission's Rules of Procedure 72 and 73, IDAPA 31.01.01.072 and -.073. Persons who wish to intervene as a party must file a Petition to Intervene no later than 21 days after the date of service of this Order. Such persons shall also provide the Commission Secretary with their email address to facilitate further communications. After the intervention deadline runs, the Commission Secretary shall issue a Notice of Parties that identifies the parties and assigns exhibit numbers to each party. Once the Notice of Parties has issued, Commission Staff shall informally confer with the Company and any intervening parties about how to further process this case and shall then report back to the Commission on a proposed case schedule. YOU ARE FURTHER NOTIFIED that persons who would like to present their views without parties' rights of participation and cross-examination do not have to intervene but may present their views by submitting written comments to the Commission.
