HomeMy WebLinkAbout20240820MIN.pdf IDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING SUBJECT TO APPROVAL August 20, 2024— 1:30 p.m. In attendance was Commissioner Eric Anderson, Commissioner John R. Hammond, Jr. and Commissioner Lodge. Commissioner Anderson called the meeting to order. The first order of business was the APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on August 13', 2024. The Commission voted unanimously to approve the minutes as written. The next order of business was CONSENT AGENDA: 2. Action Item: Chris Burdin's August 20, 2024, Decision Memorandum re: In the Matter of the Application of Idaho Power Company to Increase Its Rates for Electric Service to Recover Costs Associated with Incremental Capital Investments and Certain Ongoing Operations and Maintenance Expenses; Case No.IPC-E-24-07. 3. Action Item: Michael Duval's Augst 20, 2024, Decision Memorandum re: In the Matter of Intermountain Gas Company's Request for Authority to Decrease Its Prices; Case No.INT G-24-04. Commissioner Anderson made a motion to approve Staff's recommendations for Items 2 and 3 under the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 4. Action Item: Chris Burdin's August 20,2024,Decision Memorandum re: In the Matter of Idaho Power Company's Application to Increase Rates for Electric Service to Recover Costs Associated with Incremental Capital Investments and Certain Ongoing Operations and Maintenance Expenses; Case No.IPC-E-24-07. Chris Burdin presented the Decision Memorandum regarding Idaho Power's application to revise electric service rates to cover costs related to capital investment and maintenance.The commission had previously issued notices and granted interventions to several parties, including industrial customers and the Idaho Conservation League. Kevin Dickey filed a late petition to intervene,which lacked a stated reason for the delay as required by rule 73. Commissioner Hammond raised concerns about the lack of explanation for the late filing and whether Dickey's interests were already represented by the Irrigation Pumpers Association. It was noted that if Dickey's irrigation interests were under an LLC,legal representation might be necessary. Commissioner Anderson made a motion to conditionally grant Dickey's petition,requiring him to provide a substantial reason for the delay.A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTED MATTERS: 5. Deliberation Memorandum re: In the Matter of Idaho Power Company's Application for Approval of a Market Purchase Agreement; Case No.IPC-E-24-12. [Chris Burdin,Attorney]. Commissioner Anderson stated that Item 5 under Fully Submitted Matters would be deliberated privately.
