Zero Based Regulation Proposed Rulemaking— Utility Customer Relations Rules
Dear Ms. Barrios-Sanchez:
Idaho Power Company appreciates the opportunity identified in the Idaho Administrative
Bulletin dated August 7, 2024, to file written comments in the Customer Relations Rules for
Gas, Electric, and Water Public Utilities (IDAPA 31.21.01) negotiated rulemaking.
The proposed change to Rule 304 (Requirements for Notice to Customers Before Termination
of Service) would make mandatory the current suggested utility practice of sending a final
written notice to the customer at least three (3) calendar days, excluding weekends and
holidays, before the proposed date of termination.
Idaho Power Company does not object to the proposed change and currently satisfies this level
of customer communication. As its standard business practice for many years now, Idaho
Power Company has notified customers of possible service termination via a three-day written
notice followed by diligent attempts to contact the customer in person or by telephone twenty-
four (24) hours prior to the date of proposed service termination.
