ROC-W-08-01 OF ROCKY MOUNTAIN UTILITY CO., INC) TO AMEND ITS CERTIFICATE OF )APPLICATION CONVENIENCE AND NECESSITY) COMES NOW Rocky Mountain Utility Co., LLC. ("Rocky Mountain Utility Co., LLC d.b.a. Rocky Mountain Utilities Co., Inc.", "Applicant"or"Company") and pursuant to Section 61-526 Idaho Code, petitions the Idaho Public Utilities Commission for an amendment to its Certificate of Convenience and Necessity No. 296. Rocky Mountain Utility Co., Inc. provides water service to the Pepperwood Crossings Subdivision located in SE 1/4 of Section 36, T4N R38E, in Jefferson County, Idaho. The Company currently serves approximately 108 residential and 11 commercial customers. Residential customers are typically located on .29-1 acre lots. An application and plat map for the new phase of the Pepperwood Crossings Subdivision, Division 3B, have been submitted to Jefferson County, and the final plat has received approval. This new phase encompasses approximately 58 acres within a portion of the 1/4 Section 36, Township 4N, Range 38E in Jefferson County, Idaho. A vicinity map (Attachment"A") is enclosed, which illustrates the location of both the existing service area and the new phase of the subdivision, comprising 252 lots. Additionally, a copy of the plat map for the new phase is enclosed as Attachment"B". The final approved plat map, including detailed locations of all water system installations, is provided as Attachment "C" Rocky Mountain Utility Co., Inc. recently had a hydraulic engineering study performed of its water system by Aspen Engineering. The new phase contains one hundred twenty (133) .29-.33 acre residential home sites. The hydraulic modeling study performed by the consulting engineers determined that there is adequate capacity on the Company's existing system to serve this new subdivision without the need for construction of additional source of supply or reservoir facilities. A copy of the engineering report is enclosed for review by the Idaho Public Utilities Commission Staff. The Applicant has added a new well for Division 3B to ensure an adequate water supply, in addition to the two existing wells (see Attachment"D"). Accordingly, the Pepperwood Subdivision has sufficient water rights to supply groundwater(see Attachment"E"). RECEIVED Friday, August 23, 2024 IDAHO PUBLIC UTILITIES COMMISSION The construction of the water distribution system has been completed at an approximate cost of $280,000, which is being privately financed by the developer, J&L Holdings. The new well and all associated underground piping have been constructed and approved by the Idaho Department of Environmental Quality(DEQ). A copy of this approval is attached as Attachment"F". The piping for the well house is currently under construction and nearing completion. The only cost to be incurred by the Applicant is a one-time initial water hookup fee of$150.00, payable at the time of purchase. Once all lots are sold, these fees will total $19,950. The addition of this service area to the system will not have any adverse effects on the Company's existing customers. Applicant is not aware of any other water company in the vicinity of the new phase of Pepperwood Crossings Subdivision that would be willing and able to provide service to the area being developed. Applicant requests the Commission process this Application under the Commission's Rules of Modified Procedure. Applicant's current customers are being notified of this Application by direct mail coincident with the filing with the Commission. A copy of the notice is enclosed as Attachment"G".
