Dear Commissioners,
When I learned that Idaho Power' s President had asked for
another rate hike on the base, I was chagrined, but then
realized that Idaho Power is meant to support the upper classes
and make the administrative employees heaps more with stock
options. In other words, the base should not have an increase
the top 1/3 should definitely see an increase. Aren' t they
probably using electricity unnecessarily???
MY experience with Idaho Power is extremely negative. Between
nepotism, stock options and high salaries funding must come from
somewhere and that means the average consumer. There isn' t a
week that goes by that you won' t read about an Idaho Power
customer having their power shut off because they have fallen
behind. Is there any sensibility for the consumer. Are there
discounts available for low income customers? What about the
disabled?
Then there is the recent notification that IP or we could just
say PG&E has started rolling blackouts in areas that are far
from any danger of fires . Was this just to get customers used
to having their power cut off?? I think this needs to be
queried and researched. I notice that IP executives are all
educated in Idaho. There is little divergence of direction with
so little outside input. Now that "green" is desirable and at
any cost, we have the "all electric" city buildings supposedly
supplied energy from only green sources. Now how that works
must be fascinating. Does the city have direct current from
solar or windmill to their buildings?
You cannot jack up the rates unless you thoroughly examine what
is happening in the electricity industry. We need a new vision.
Is IP so glued to green wattage that they can' t take care of
emergencies? I own a duplex at 5202/5204 W Hill Rd. . A driver
nicked the guy wire that crosses the driveway at a very risky
angle and the pole came over onto the duplex. Three fires were
caused or sparked in the neighborhood but luckily for the

utility companies, the neighbors rushed to put them out. Idaho
Power is in charge of the poles and Ada County Dispatch
contacted them on their emergency line remove the pole. This
was Juneteenth weekend and it occurred Saturday afternoon. I
contacted the customer emergency number which is a JOKE !
Apparently, I learned from a former IP president' s wife & former
friend that it is a useless line and she actually found it
funny. I contacted them 5 times and each time they said it
would be removed. They were telling Ada County Dispatch the
same thing. Reckless, stupid, or whatever you want to say about
IP, they should have been reprimanded. Eventually on Tuesday a
crew was sent out to remove the pole but I didn' t want it placed
in the same spot. Nope, it was plunked into a slightly
different spot and actually may be outside the utility easement.
You can see from the original docs that Mountain West said this
was a IP pole. Now they have changed it. So trying to deal
with Century Link was not any better. I would have to pay.
They had no idea how much (which sounds typical) but I had to
give them $14K immediately for them to start and they might
charge more. Digging is by the linear foot. If they don' t know
where their lines should be then someone needs help.
I did notify your commission for recourse and the first man that
I spoke with blamed me for the problem. His reasoning was short
on fact but he remembered that the driveway was lower years ago.
The second person understood what the problem was but the powers
that be refused to help. Extract every dime that you can from
the "hoi polloi"???
Is there any hope that IP and other utilities can be reformed by
the commissioners? I rather doubt it as we know this is a state
run by corporations for corporations . Chosen not elected the
commission has little incentive to correct the blatant abuses.

1. Took 3 days to remove pole from duplex. Juneteenth

2 . Emergency number for Idaho Power is in Oregon and the
recipient just lies that it will be removed. I called 5
times and the answer was the same.
3. Idaho Power although they claim it was not their pole
charged the driver of the vehicle over $4000 . 00 . State
Farm insurance paid it.
4 . Mountain West records indicated it was Idaho Power' s pole.
Now it appears that was changed.
5 . Request was made not to just put the pole back up. Was it
rotting or not? They used the same pole.
6. PUC was not much better.
7 . When you have a disaster as occurred, should not the
utilities make changes removing a dangerous condition.
Instead, they refused to act even though the situation
might have been much worse if the fires had not been
contained. The wires which continue through the back of
each lot were installed prior to any building.
8 . The use of a guy wire over a drive way is no longer allowed
by code but it is ok to leave it.
9. When I inquired about moving and undergrounding the wires,
they refused to even view it to provide a working estimate
instead demanding $14K within 24 hours. Stupid reigns at
Idaho Power and other utilities.
10 . Idaho Power' s CEO Lisa Grow didn' t even respond to a
letter that was mailed with return receipt.
11. It is time to make Idaho utilities more responsive to
dangerous conditions .

I was able to verify the ownership of that utility pole today.It belongs to Idaho Power.

My daughter Amy Heaton gave me your email address.
State Farm opened an insurance claim to evaluate a bill from Idaho Power for the power line repair
from when the U-Haul truck clipped the guy wire. Let me know if there's any other damage they
need to evaluate before they close the claim.

owned poles. They have confirmed that the pole line in question that you requested to be converted to underground is

It is going to be cost prohibitive for you to convert to underground the entire overhead line that you requested during our
initial conversation unless I am misunderstanding the scope of the project. I would suggest working with the
communications company and Idaho Power to find a solution to relocate the down guys or to remove them entirely that
on the west end of the property. Since this is a relocation there will be costs associated from Idaho power. I cannot
speak for the communication companies on cost and you will have to have a conversation with them to determine their
costs.

The first cost proposal is for removing and relocating the pole and guide wires owned by Centuryl-ink.This
includes all materials removed and relocated, pole, down guy, risers, pedestals, copper, boring to relocate the
copper,trenching and all related labor involved.
Total:$14,563.29
The second cost proposal would be to raise the down guys currently going over the driveway by installing
an additional pole in the landscaping(opposite the existing pole). The existing down guys would be removed
and new down guys would be installed at a raised height to allow more clearance for the driveway.
Total: $7000

If the charges are agreed upon and you would like Centurylink to perform the work,then an official contract

Why did Idaho Power bill Timothy Heaton's insurance especially if they don't own the pole and left it in
a precarious position for 2 days.
The amazing part is I asked about putting the wire higher. It will be moved but I am not sending a check
for a project that has not been engineered. How do you know the cost? We would need a contract
including work to done in detail, breakdown of cost,date of start and completion. I believe this was

Amy Heaton was moving into 5204 W Hill Rd, as I understand her father was driving. Unfortunate that this
accident happened as Idaho Power is deflecting on the pole ownership. Centuryl-ink does not own it and does
not maintain the pole or guy wire.
I need to know who called in the report of a downed pole? If you have the names of the neighbors directing
traffic and putting out the 3 small fires, I would appreciate it.This is to confiem their names.
Also I called dispatch on Monday,June 20th due to the fact Idaho Power had not removed the pole from the
building. Dispatch used their Idaho Power emergency number to verify. Is it true Dispatch was told by Idaho
Power the pole had been removed earlier in the day?Thankfully,the Dispatch person (who should be
commended)checked againwith IP and was told it wasn't their pole. I need the name of the person from Idaho

On June 19tn, an Idaho Power pole with mostly Lumen equipment came down on my duplex at the
address above. There were 3 fires sparked from this pole which was rotten at the base. Luckily the
neighbors rushed to put them out. The pole was still resting on the corner of 5202 W Hill Rd. rather
precariously. Idaho Power had cut off the power on the 19tn and told Ada County Sheriff Dispatch that it
was removed on the 20tn
However, I sent photos to dispatch showing the pole present. Customers do not have the same
emergency number that the dispatch office does. So, making phone calls to Idaho Power as a customer
is worthless. Chris Hecht was assigned to this case,and I incorrectly assumed his task was to
investigate the source of the problem. However, as amenable and charming as Chris is, he claims that
Idaho Power doesn't own the pole, and that he used to drive by West Hill Rd duplex on his way to work.
When he finally looked at the property; Chris emailed me to mention that he thought the driveway was
higher since it was concrete now. He said the driveway was gravel when he used to drive by.
When I purchased the property,the driveway had asphalt which had severely deteriorated. The ingress
and egress were too steep resulting in scraping the back of your vehicle. It became necessary to hire a
contractor to correct the problem. The driveway was lowered with great difficulty since W. Hill Rd
doesn't have any parking in front. The water meter was leaking and very old (rusty) resulting in
astronomical charges. Once we lowered the height of the driveway;Suez replaced their meter and
connections.

Description of Requested
The report is needed to verify who nicked the guy wire,causing a rotten Idaho Power pole to fall on duplex
Amy Heaton was moving into 5204 W Hill Rd, as I understand her father was driving. Unfortunate that this
accident happened as Idaho Power is deflecting on the pole ownership.CenturyLink does not own it and does
not maintain the pole or guy wire.
I need to know who called in the report of a downed pole? If you have the names of the neighbors directing
traffic and puffing out the 3 small fires, I would appreciate it.This is to confiem their names.
Also I called dispatch on Monday,June 20th due to the fact Idaho Power had not removed the pole from the
building. Dispatch used their Idaho Power emergency number to verify. Is it true Dispatch was told by Idaho
Power the pole had been removed earlier in the day?Thankfully, the Dispatch person(who should be
commended)checked againwith IP and was told it wasn't their pole. I need the name of the person from Idaho
Power who had been misleading everyone.

Affairs.He also chaired a legislative Interim Subcommittee on Renewable Energy.
Anderson received a Bachelor of Art degree in political science and government
from Eastern Washington University.
A general contractor and real estate broker,Anderson also served as director and vice president of Sandpoint-based Northern Lights
Inc.,an electric cooperative.
He has also served as a director of the Idaho Consumer-Owned Utilities Association,the National Rural Electric Cooperative Association
and the Idaho Energy Resources Authority.He is a past member to the Pacific States Marine Fisheries Advisory Council and the Pacific
Northwest Economic Region's Executive Council.
Commissioner John Chatburn was appointed to the Commission by Gov.Brad
Little on Jan.10,2022.
Commissioner Chatburn serves on the National Association of Regulatory
Commissioners(NARUC)Committee on Electricity, NARUC's Nuclear Energy
Partnership,the Western Energy Imbalance Market-Body of State Regulators,the
Western Interstate Energy Board,Co-Chair of the Committee on Regional Electric

for Energy under Gov.C.L."Butch"Otter,Deputy Administrator for the Idaho
Department of Agriculture in the Division of Animal Industries,Special Assistant to
the Director in the Idaho State Department of Agriculture,and Energy and Natural

Commissioner John R.Hammond,Jr.was appointed to his first term with the
Idaho Public Utilities Commission by Governor Brad Little in January of 2022.
Prior to being appointed to the Commission,John worked for the Idaho Office of
the Attorney General as a Deputy Attorney General and later as the Commission's

Dear Ms. Krupp
I am writing in relation to your request to the Idaho Public Utilities Commission("IPUC"),
which seeks to have Idaho Power relocate the utility pole ("Pole") at 5202-5204 West Hill Road
in Boise, Idaho 83703 ("Premises").
As Idaho Power has previously explained to you, as well as to IPUC Staff investigating the
circumstances surrounding your request, Idaho Power does not own or maintain the Pole at the
Premises. Rather, Idaho Power's records reflect that the Pole at that location is owned by
CenturyLink Communications ("CenturyLink"), and it is my understanding that CenturyLink has
confirmed ownership of such Pole and was responsible for replacing it following the accident
that occurred at the Premises on June 19, 2022 ("Accident"), and that CenturyLink has also
previously provided you with an estimate of the cost to relocate said Pole. While there previously
was an Idaho Power service wire attached to the CenturyLink-owned Pole at the Premises, it was
there pursuant to a joint use arrangement under which Idaho Power leased space for its electric
wire on the Pole, but this arrangement did not in any way transfer the Pole's ownership to Idaho
Power. Further, Idaho Power's service wire was relocated following the Accident and is no
longer attached to the Pole at the Premises.
Idaho Power understands that this has been a frustrating experience for you, but it does not own
the Pole in question and has no authority to relocate it; any such efforts must be coordinated with
the Pole's owner. I am hopeful that you are able to find a workable solution with CenturyLink.

What lines? I want the pole removed and so do the renters. We don't pay Idaho Power to fail to service their poles and
then blame Century Link. If you look at the pole and where it goes to the back of houses through trees which need to be
cut out and the line touches the branches.
You have devalued 5202/5204 W Hill as far as selling. Let's underground the wires where my easement is and if you
need a
pole then put it in a safe spot where people don't have to drive.

Your Centurylink technician did arrive today but no one bothered to call me. I believe I mentioned
meeting with the representative. Would you mind emailing me his name and phone number?
There are still repairs needed to the roof that were requested before. You damaged the metal sheathing on the
side. It was badly crimped and it appears someone tried to flatten it. Also when the pole was removed by whomever,
they must have pulled the lines so that the wood trim is pulling away at the peak. It needs to be repaired or if it is
cracked
please replace it,
I replaced the roof and all underlayments a couple months after purchase.

company forcing such an agreement without knowing the exact scope of the job seems unreasonable
even a monopoly utility.

the details of construction including the cost breakdown,subcontractors, liability insurance,etc. prior to

The pole and guy wire must be moved. I noted that Century Link is now claiming ownership of the pole.
Would you mind providing proof?
Why did Idaho Power bill Timothy Heaton's insurance especially if they don't own the pole and left it in
a precarious position for 2 days.
The amazing part is I asked about putting the wire higher. It will be moved but I am not sending a check
for a project that has not been engineered. How do you know the cost? We would need a contract
including work to done in detail, breakdown of cost, date of start and completion. I believe this was
stated before in an email to you.

I spoke to Kodey from Track about the repairs of the ,damage, and forwarded him your email. He's should be taking care
of removing the draping cable wires tomorrow, he and our maintenance supervisor knows about the roof flashing damage
and so that should be addressed soon as well.
I have the cost proposal back for relocating the pole and guide wires, this includes all materials removed and relocated,
pole, down guy, risers, pedestals, copper, boring to relocate the copper, trenching and all related labor involved.
Total: $14,563.29
If the charges are agreed upon and you would like Centuryl_ink to perform the work then an official contract will be sent
out from our special construction group for billing. After the contract has been requested, you should receive the contract
within 48 hours via the requested email address. The contract will need to be signed and returned with the payment to
the address on the cover page included with the contract email. Once engineering has been notified of payment from our
BART department, the project will be designed and reviewed for approval by finance . Once approved construction will
begin.
No engineering or construction work can be started until all charges are paid, and approved by finance. If you would like
to proceed please provide the following information.
