Gateway Transmission. Please refer to the Direct Testimony of Rick T. Link, pp.
13-15.
(a) Please identify the development status of each of the wind facilities included
in the 1,627 MW of expected resource need beginning 2025 identified in the
2021 IRP. Specifically identify the nameplate capacity of each wind resource
and categorize RMP's best understanding of its likelihood to be in service on
December 31, 2024.
(b) Please provide the executed Large Generator Interconnection Agreement
(LGIA) for the project associated with the 500 MW of point-to-point
transmission service referenced by Mr. Link.
(c) What is RMP's understanding as to whether the 500 MW point-to-point
transmission service to a third parry referenced by Mr. Link will be
operational and providing service to that customer by December 31, 2024? If
RMP does not expect to be providing service to this customer on December
31, 2024, what date does the Company expect to begin providing service?
(d) What is the projected annual revenue requirement for the 500 MW of point-to-
point transmission service to the third parry in 2024? Is this revenue included
in Exhibit 48, Adjustment 3.5 (Wheeling Revenues)? If so, please identify
which entry includes this revenue.
(e) What is the projected annual revenue requirement for the 500 MW of point-to-
point transmission service to the third parry in 2025?
Response to Bayer Data Request 48
(a) Please refer to PacifiCorp's 2021 Integrated Resource Plan(IRP), Volume 1,
Chapter 6 (Load and Resource Balance), Table 6.11 (Summer Peak—System
Capacity Loads and Resources without Resource Additions) on pages 154 and
155 which identified an expected capacity shortfall of 1,627 megawatts (MW)
in 2025 when no proxy resources were included in the total. This 1,627 MW
shortfall is a capacity need that could be filled by a variety of resources. The
2021 IRP is publicly accessible online and can be accessed by using the
following website link:

Please refer to the 2021 IRP, Volume I, Chapter 9 (Modeling and Portfolio
Selection Results), Table 9.18 (Preferred Portfolio Summer Capacity Load
and Resource Balance (2021-2030)) on pages 309 and 310 provides the load

and resource balance inclusive of resources selected as part of the 2021 IRP
preferred portfolio and identifies that the capacity contribution of new wind
resources was 298 MW in 2025. Please refer to Attachment Bayer 48-1 which
provides the work paper supporting Table 9.18 from PacifiCorp's 2021 IRP.
The following wind resources were included in the 298 MW capacity
contribution from new wind resources in 2025, and an explanation of their
current expected status as of December 31, 2024 is provided below:
Projects that do not require Energy Gateway South:
- Foote Creek II-IV: (1.8 MW/24.75 MW/ 16.8 MW) projects achieved
commercial operation in November 2023. Note: additional modifications
associated with Foote Creek II are expected to be complete by December
31, 2024.
- Rock River: (50 MW), commercial operation expected by December 1,
2024.
- Cedar Creek: (151.8 MW), achieved commercial operation in March 2024.
Projects that require Energy Gateway South:
- Anticline: (100.5 MW), commercial operation expected by December 31,
2024.
- Boswell: (320 MW), commercial operation expected by December 31,
2024.
- Cedar Springs IV: (350.4 MW), commercial operation expected by
December 31, 2024.
- Rock Creek I: (190 MW), commercial operation expected by December
31, 2024.
- Rock Creek II: (400 MW), commercial operation expected by September
1, 2025
- Two Rivers: (280 MW), project is not expected to achieve commercial
operation and was excluded from the load and resource balance in the
Company's 2023 IRP Update published on April 1, 2024.
(b) The referenced 500 MW point-to-point(PTP) transmission service request
(TSR)was submitted in 2019. In general, interconnection and transmission
service are managed through separate processes, and PTP transmission does

not need to be associated with specific resources. In 2021, the same customer
submitted a generation interconnection request with the same size and location
as the point of receipt(POR)under the PTP TSR. Please refer to Attachment
Bayer 48-2 which provides a copy of the associated Large Generator
Interconnection Agreement (LGIA) associated with the 500 MW project.
(c) The interconnection of the generating resource referenced in the Company's
response to subpart (b) above requires Energy Gateway West D.3 segment to
be in place. The current LGIA requires project work to begin in 2025 to
achieve the planned commercial operation in 2028. The customer's PTP
contract is currently expected to commence January 1, 2025. Note: the
customer can defer service for up to five years under the agreement.
(d) The Company did not calculate any revenue for the PTP transmission service
for 2024 and is there is no revenue associated with the PTP contract included
in Adjustment 3.5 in Exhibit No. 48.
(e) Referencing the direct testimony of Company witness, Rick T. Link, there was
no projected revenue included in the economic evaluation of Energy Gateway
South related to the 500 MW of PTP TSR.
