Idaho Boise, ID 83702 Prepared by: Dayle Lundy AHERA Building Inspector EPA Lead Risk Assessor Assessment Dates: March 3, 2021 Report Date: March 11, 2021 IHR Project Number: 6675 8312 W Northview St.#100,Boise,ID,83704 208-323-8287 www.industrialhygieneresources.com Executive Summary Idaho Power Company requested Industrial Hygiene Resources (IHR) of Boise, Idaho to conduct an asbestos and lead-based paint inspection of the Fish Hatchery facility in Oxbow, Oregon. This report identifies asbestos containing materials (ACM), and lead-based paints (LBP) prior to demolition. Mr. Dayle Lundy of IHR conducted the inspection on March 3, 2021. Dayle is an accredited (AHERA)l Asbestos Building Inspector and an EPA Lead Risk Assessor. Hatchery Manager Jeffrey Seggerman, with the Idaho Department of Fish and Game assisted greatly during the site inspection and provided needed historical perspective regarding the Fish Hatchery facility. Conclusions Asbestos All of the building materials that were inspected and tested, were found not to contain any asbestos. No asbestos was detected in the bulk samples. No further action is required with respect to demolition activities. Any of these non-asbestos building materials generated from demolition activities can be discarded as general construction debris at the local landfill. Suspect asbestos containing material descriptions and locations are documented in the site plan figure and table IV. Lead Based Paint Building materials were tested with a calibrated Niton X-ray fluorescence (XRF) lead paint analyzer to identify lead-based paint (LBP) per the EPA definition of 1.0 milligram of lead per square centimeter of surface area (1mg Pb/cm2). The materials that tested positive for EPA lead: ➢ Red and yellow paint on the metal structural I-beam and cross braces located on the walkway bridge to the east pond area. ➢ Grey paint on the metal rail track and bumper stops located on the east pond area. ➢ Silver and grey paint on the metal structural beam and cross braces located on the river pump station. ➢ White and green paint on the exterior metal siding located on the fish hatchery building. Four paint chip samples were collected for the purpose of verification of XRF results. Paint chip sample Pb01 was not analyzed by the laboratory, however the XRF analyzer detected EPA levels of lead on the walkway bridges I-beam and cross braces.The remaining paint chips were analyzed in concentrations ranging from 0.51%to 18.6% (51,000 to 186,000 ppm) of lead. All of the paint chip samples analyzed exceed the limit of 0.5% of lead by weight as defined by EPA. 1 AHERA:Asbestos Hazard Emergency Response Act-1985("Asbestos in Schools"). 2 Building materials found to contain lead are subject to the Occupational Health and Safety Administration (OSHA) regulations for lead in construction. Removal of these materials should be done in a manner that limits the airborne concentration of lead to within regulatory limits. Regarding disposal of lead-containing materials, the EPA Resource Conservation Recovery Act (RCRA) rule applies when leachate from the demolition debris is tested per the toxic characteristic leachate procedure (TCLP) and contains lead in excess of 5 mg/L. This EPA rule protects against lead contamination leaching into the ground water at landfills that accept general construction demolition debris. Recommendations ➢ Facilities and maintenance staff, as well as contractors should be appraised of the presence of lead. ➢ Any work that will impact, degrade, or disturb the lead-containing materials should be approved by the Idaho Power Company EHS. The Fish Hatchery building currently contains approximately 2,400 square feet of interior space. The single-story fish hatchery building consists of office, lockers, break room, restroom, and chemical storage room. The wood framed structure is placed on a concrete slab and the roof is covered with metal. The exterior is constructed with metal siding with metal framed windows covered with vinyl. The interior walls and ceiling are covered with wood paneling and the office area walls and ceiling is covered with drywall. The floors are bare concrete with a grey painted epoxy surface coating. The domestic water piping systems were covered with silver foil. Heating is supplied with electric base boards, and the cooling is supplied by electric air conditioners. The fish hatchery cooler building is constructed of metal and placed on a concrete slab. The interior walls and ceiling are covered with styro-foam insulation. The floor is bare concrete. The fish hatchery storage shed is a wood framed structure placed on a concrete slab. The roof is covered with metal and the interior walls and ceiling is covered with drywall. The floor is bare concrete. The ponds are constructed with concrete walls and floors with pump stations to circulate or transfer the water, some are currently active and others are discontinued. There is also a river pump station that transfer water to the pond pump stations via metal (steel or corrugated) piping with concrete lift stations. Asbestos and Lead Regulations Asbestos is regulated by the federal Environmental Protection Agency which are delegated, to the Oregon DEQ state EPA. State EPA agencies. OSHA also regulates worker exposures to lead. OSHA considers any amount of lead in paint to have the potential to cause excessive lead exposures to workerS2. Where lead is present in building materials, OSHA requires employers to perform exposure assessments that consider the type of work that may disturb the lead. Table I. Ultimately, the purpose of this work was to protect building occupants and workers from asbestos and lead hazards. Z And potentially employee's families from tracking lead into the car, home, etc. 5 Methods Asbestos IHR reviewed the previous survey conducted by IHR in July of 2013.The previous analytical results are included with this inspection report. Dayle Lundy, an accredited AHERA3 Asbestos Building Inspector, performed the survey work on March 3, 2021. Eight (8) bulk samples of building materials suspected of containing asbestos were collected for demolition purposes.The asbestos sampling scheme was developed in accordance with industry recognized sampling requirements. Asbestos containing materials (ACM) are defined as materials with an asbestos content greater than 1% by volume (>1%). If a sample is found to have less than 10% asbestos by polarized light microscopy (PLM), it is assumed to be asbestos. Low percent samples can; however, be re- analyzed by the point-count method and documented to be 1% or less (51%). Asbestos bulk samples were analyzed by DCM Science Lab, Inc. located in Wheat Ridge,Colorado. DCM and Reservoirs laboratories are accredited by the NVLAP/NIST4 program for asbestos in bulk materials. Lead-Based Paint: IHR also performed a lead survey in conjunction with the asbestos assessment. A direct reading calibrated Thermo-Scientific, Niton®, XLp 300 Lead Paint Analyzer (Serial Number 23516) was used to quantify concentrations of lead in paint on surfaces. Surfaces included selected interior and exterior walls, doors, door jambs, ceilings, structural beams, cross braces, piping, walkway bridges, rail tracks, and handrails. Using the Niton unit, 65 locations were analyzed for lead. The Niton unit was frequently calibrated with an external source following the manufacturers recommendations. Table III. The paint chip samples were analyzed by Reservoirs Environmental, Inc. (www.reilab.com) located in Denver, Colorado. Reservoirs Environmental, Inc. is accredited by the Environmental Lead Laboratory Accreditation Program Reservoirs Environmental, Inc. and is recognized by the National Lead Laboratory Accreditation Program (NLLAP). Table IV documents the concentrations of asbestos found in building materials sampled by IHR during this inspection and the previous inspection conducted by IHR on July 25, 2013.
