Subject: Oxbow Fish Hatchery Renovation Project HEC-RAS Modeling
Dear Mr. Bill Lynch:
This letter describes the modeling of the Snake River and Pine Creek completed at the project site in
support of a no-rise certification for the Oxbow Fish Hatchery (OFH) Renovation Project. Oxbow Fish
Hatchery is located alongside the Snake River approximately 3 miles downstream of Oxbow Dam,just
upstream of the confluence of Pine Creek. Construction plans for proposed grading and hatchery
renovation are attached to this submittal in Attachment E. The construction plans also show a vicinity map
of the project area for reference.
GENERAL INFORMATION
The Oxbow Fish Hatchery will be constructed by Idaho Power. The effective regulatory floodplain of the
Snake River at the fish hatchery is shown on FEMA Flood Insurance Rate Map (FIRM) Panel
41001C0325C, which has an effective date of June 3, 1988. The hatchery location relative to the effective
floodplain is shown in Attachment B. Construction of the new buildings and hatchery improvements will be
in the approximate 100-year floodplain (Zone A). Schnabel Engineering has developed a new HEC-RAS
model for the reach of river around OFH because no prior detailed floodplain study exists for the project
location. The hatchery's location relative to the Snake River and the cross sections used in the model are
shown in Figure 1 —Snake River HEC-RAS Floodplain.
Previous modeling efforts have been completed by Idaho Power Company in the past using other
modeling software. The boundary conditions and flow rates developed for these studies were used to
create the one-dimensional HEC-RAS model used for this effort. Summary writeups of these efforts have
been included as an appendix to this letter for reference.
HYDROLOGY
The 100-year flows for the downstream boundary of the Snake River at Hells Canyon Dam on the ID-OR
State Line (USGS gage 13290450) is 126,700 cfs. The 100-year flow for Pine Creek is 4,560 cfs. The
discharge capacity of the Oxbow Powerhouse is 28,000 cfs. Therefore, the resulting 100-year flow in the
Snake River at the upstream Oxbow Dam is 94,140 cfs, with flow change occurring at the inflow locations

of the Powerhouse and Pine Creek'. The Snake River Gage located 1500 ft downstream of the Oxbow
Powerhouse was used in model calibration.
HYDRAULIC MODELING
Existing Conditions
Cross sectional geometry for the Existing Conditions HEC-RAS model is based on a combination of
LiDAR and bathymetric data provided by Idaho Power Company. From this available data, the stream
centerline and cross sections were delineated to create the HEC-RAS geometry. This reach of the Snake
River extends 25 miles from Oxbow Dam to Hells Canyon Dam and includes 204 cross sections.
The Snake River passes under one bridge in the modeled study reach. The Oxbow Bridge (NF-454) is
positioned between cross sections 113453 and 113257 approximately 1000 ft downstream of the
hatchery.
Manning's Roughness
During model calibration, a single Manning's roughness value resulted in the best estimates of water
surface elevations at the Snake River Gage. The manning's roughness value of 0.045 was assigned to
left over bank, right over bank, and main channel flow areas and was assumed a constant along the
alignment of the Snake River.
Boundary Conditions
Multiple scenarios were modeled corresponding to water levels at Hells Canyon Dam between elevations
1,643 and 1,697 ft(NAVD88). A spillway and sluiceway rating curve for Hells Canyon Dam was used to
determine corresponding flow rates. Model results showed that the water surface elevations at Hells
Canyon Dam had very little impact on water levels immediately downstream of Oxbow Dam for flowrates
between 70,000 and 310,000 cfs. It is also assumed that the automatic spill gate operation at Hells
Canyon Dam could be followed to maintain the normal full pool water surface elevation. Therefore, for the
100-year flows the NWL of 1,691.44 ft (NAVD88) at Hells Canyon Dam is used as the downstream known
water surface elevation 2. Additionally, because this model consists of mixed flow regimes, a normal depth
slope of 0.001 ft/ft was chosen for the upstream boundary condition.
Proposed Conditions
The proposed fish hatchery is constructed above the base flood elevations produced in the existing
conditions model, however the proposed grading that the hatchery is constructed on does not. The
proposed grading was produced by Schnabel Engineering and can be seen in the Attachment E drawings
(10 C 3 and 10 C 4). A DEM of the proposed grading was created and integrated into the LiDAR and

bathymetry terrain used in the existing conditions model. For the proposed condition model, additional
cross sections have been added to capture the ground elevations of the new grading. The location of the
cross section is shown in Figure 1.
RESULTS AND CONCLUSIONS
As compared to the existing conditions model, the proposed conditions model for Snake River showed a
maximum WSE rise of 0.096 ft at cross section 114566,just upstream of Oxbow Fish Hatchery. For all
cross sections through the proposed grading, the resulting water surface elevations are more than 1-ft
below finished floor elevation of the hatchery buildings (1710.0 ft). The entire WSE rise results for the
Snake River can be seen in Table 1. It should also be noted that the width of the floodplain does not
change as a result of the proposed renovation at OFH.
Because of the capacity of the river through this reach, and the regulation of the streamflows by the
upstream and downstream dams, the proposed improvements to OFH cause a minimal rise to the
100-year BFEs. This project therefore complies with Baker County Oregon floodplain regulations and
does not require a Conditional Letter of Map Revision (CLOMR)or as-built Letter of Map Revision
(LOMR) submittal to FEMA.

Introduction
IPC is planning to install a dormitory at the Oxbow Fish Hatchery for temporary
employees working at the hatchery. The site of the house is within a flood zone as
identified on FEMA FIRM 41001C0150C, dated June 3, 1988. IPC used a 1-D
hydrodynamic model (MIKE 11)to determine the elevation of a 100-year flood in the
hatchery area. This model indicates that the water surface elevation in the vicinity of the
Oxbow Fish Hatchery is 1,706.97' (NAVD88) (1,703.55' —NGVD29)
Survey Elevation Datum
Most drawing elevations and previous survey work in this area are based on the vertical
datum NGVD29. Recent survey work using GPS equipment, topography, bathymetry,
and all current models are based on the vertical datum NAVD88 and Geoid03. Using the
published NGVD29 elevation of a USC&GS brass cap X 158 (1,708.22') and GPS
derived (NAVD88) elevation of this same brass cap (1,711.64') yields a difference
between these two datums in this area of 3.42' (see Attachment 1)with the NAVD88
values numerically higher than the NGVD29 values. At Hells Canyon Dam (HCD)
previous work has shown that the difference between the two datums is 3'. Care should
be taken to ensure that the proper datum is referenced anytime an elevation value is
referenced or used.
MIKE 11 Model
The hydrodynamic model used in this project was originally developed and calibrated
using data from water stage recorders located upstream of the hatchery area at flows
within the Oxbow Power Plant's normal operations (less than 28,000 cfs). There are

limited data available at flows above power plant capacity for calibration, however we do
have some water surface elevation data from the gage at cross section 15,486 (Fish
Hatchery Pump Station) for flows up to approximately 78,000 cfs. There is also a single
point painted on the Oxbow Mess Hall (Cross Section 16180) that is based on the January
1997 high flow. We adjusted the roughness values in the model to match the measured
water surface elevation under both of these high flow events (see Table 1). The mark on
the Oxbow Mess Hall has some uncertainty associated with it including that it is
unknown how much care was taken in precisely noting the exact water level. Recorded
data at HCD show that the headwater was lowered from 1693' (NAVD88) down to 1683'
(NAVD88) during the peak flow and it is not known if the mark indicates the water
surface under the high or low headwater condition. The model indicates that the
headwater level does not make much difference within the range seen and we assumed
the higher headwater value for model calibration.

Roughness values used to achieve this calibration in the Oxbow area ranged from 0.040
to 0.055, values that are within a normal range for river modeling.
The downstream boundary condition for this model is Hells Canyon Dam (HCD)
approximately 25 miles downstream from Oxbow. Spillway capacity at Hells Canyon
Dam is adequate to pass the 100-year flow at normal full pool elevation and lower. For
the calibration flows, the HCD headwater was taken from measured values adjusted to
NAVD88. For this flood study, the headwater at HCD was run at both normal full pool
elevation(1,688' NGVD29 / 1691'NAVD88) and with HCD drawn down 10' to
1681.00' (NAVD88) for the 100-year flow. The upstream boundary condition for the
model is Oxbow Dam, and the model includes inflow from the Oxbow Power Plant and
Pine Creek. Flow at the dam is split between a 100 cfs base flow and flow over the
spillway. Both flows enter at cross section 0.
The model also includes the bridge just downstream of the hatchery site (road NF-454
connecting to Oregon Highway 86).
Figure 1 shows the model cross sections in the vicinity of the Oxbow Fish Hatchery with
the hatchery area highlighted in yellow and the approximate location of the Oxbow Mess
Hall circled in blue.

100-Year Flood Flows
Flows with a 1%probability of occurring in any one year are commonly referred to as
100-year flows. The 100-year flow for Pine Creek at Copperfield is 4,560 cfs (Elevation
Certificate dated October 27, 2000 by Hanley Engineering). The 100-year flow for the
Snake River at the USGS gage 13290450 Snake River at Hells Canyon Dam ID-OR State
Line based on Bulletin 17-B Guidelines is 126,700 cfs (see Attachment 2). The upstream
model boundary condition at Oxbow Dam was estimated by starting with 100-year flow
for the Snake River and subtracting the 100-Year flow in Pine Creek and the Oxbow
Power Plant capacity (28,000 cfs). This resulted in flow at the Oxbow Dam spillway of
94,140 cfs [in the model 100 cfs of this flow is run as base flow through the dam (not in
the spillway flow)]. Oxbow Power Plant flow of 28,000 cfs was added into the model
immediately below the Power Plant(cross section 14723). The 100-year flow in Pine
Creek (4,560 cfs) was added in at the Pine Creek location (cross section 16180),just
downstream from the Oxbow Fish Hatchery.
Oxbow Fish Hatchery Water Surface Elevation
The model was run for several hours at an average flow to achieve stable flow conditions.
Flows were then ramped up to total 100,000 cfs and the HCD HW set to 1693.0'
(NAVD88) to match conditions in the spring of 1997 when the mark on the Oxbow Mess
Hall was made. After stabilizing at the 100,000 cfs condition, flows were then ramped up
to the 100-year values for both the Snake River and Pine Creek, over approximately 24
hours and the model was run until stable flow conditions were again achieved. HCD HW

was initially set 10' below normal full pool (1681.0' NAVD88) on the assumption that
Hells Canyon Reservoir would be drawn down in anticipation of high flow. Then HCD
HW was increased to normal full pool (1691.0' NAVD88)to evaluate how much
difference this would make to WSE at the Oxbow Fish Hatchery. Cross section 15486 (#
44 in Attachment 2) is located at the hatchery pump station near the upstream (southeast
side) of the fish hatchery. Water surface elevation at this cross section with the reservoir
at normal full pool is 1,706.97' (NAVD88) (1,703.55' —NGVD29) at the 100-year flow.
Drawing the reservoir down by 10' at HCD only reduces the WSE at Oxbow Fish
Hatchery by about 0.2'. This is driven in large part by a constriction located about
%2-mile downstream of the Oxbow Fish Hatchery, which at high flows can control the
water surface upstream.
Water Surface Elevation Validation
In the winter of 1996/97 a high flow event was experienced across much of southwestern
Idaho and eastern Oregon including the Snake River in Hells Canyon. The peak flow at
the USGS gage 13290450 below Hells Canyon Dam was approximately 104,000 cfs.
This is about 23,000 cfs below the 100-year flow, and tributaries between the Oxbow
Fish Hatchery and the gage 25 miles downstream also experienced extremely high flows
during this event. However, water surface elevations observed during this flood event
should be lower but comparable to the 100-year flow. Anecdotal accounts (Ric Bobier,
personal communication) recall the hatchery raceways being flooded with the water
surface reaching approximately half way up the 6' chain link fence surrounding the
hatchery. A survey control point is located just outside the chain link fence (269.83RL).
The modeled water surface elevation is about 4.5' above this survey control marker(see
Attachments 3 & 4). This anecdotal information from the 1996/97 flood event indicates
that the modeled water surface is reasonable and may be somewhat conservative
(estimates the water surface too high) at high flows.

1.0 Introduction
The Oxbow Hydroelectric Project is licensed as part of the Hells Canyon Complex, Federal Energy
Regulatory Commission (FERC) Project No. 1971. Built in 1961 and located on the Snake River at
river mile 273.0,the project consists of an earth-fill dam and fuse plug, concrete service and fuse
plug spillway and apron structures,surge tanks and intake,and powerhouse. It is owned and
operated by Idaho Power Company(IPC) and is used primarily for power production and
recreational use.
As a result of the 2017 FERC mandated Independent Consultant (IC) Focused Spillway Assessment
(FSA) for the Oxbow spillways, several tasks were identified as areas for further analysis and
remediation. In 2018, IPC had the Part 12 IC review each FSA recommendation and provide an
urgency for performing each FSA task item based on inspections and assessments. Items identified
include a stability analysis of the service spillway right training wall (2019-REC-6),an evaluation of
the headcutting potential at the downstream end of the fuse plug spillway(2019-REC-7), a stability
analysis of the fuse plug left training wall (2019-REC-9),an evaluation of anchorage in the service
spillway chute slab (2019-REC-27),an evaluation of the anchorage in the fuse plug spillway
(2019-REC-32) and a CFD hydraulic analysis of the fuse plug spillway(2019-REC-43). Each of these
recommendations require determination of the hydraulic conditions that can occur on both
spillways. An integral part of these hydraulic evaluations is understanding the relationship
between flow and tailwater levels downstream of two spillways.
The purpose of this technical memorandum is to describe the analysis used to determine the
tailwater rating curve for Oxbow Dam.

2.0 Hydraulic Analysis
2.1 MODELING APPROACH
The USACE Hydrologic Engineering Center River Analysis System (HEC-RAS,version 5.0.7)was
used to evaluate flow conditions along the Snake River between Oxbow Dam and Hells Canyon
Dam.
2.2 MODEL GEOMETRY
The model geometry was defined using a combination of lidar and bathymetric data provided by
IPC.The data set included 64 LAS files containing lidar point cloud data,and 12 txt files contain xyz
bathymetric data points.
Elevation values in both lidar and bathymetric data are based on the North American Vertical
Datum of 1988 (NAVD 88). The HEC-RAS model geometry thus has been setup consistent with the
lidar and bathymetric data in NAVD 88. It is important to note that IPC uses the National Geodetic
Vertical Datum of 1929 (NGVD 29) and thus final model results will be reported using the NGVD 29
datum. Also,provided gage data is referenced to NGVD 29; therefore,for calibration purposes,
model results were adjusted to reflect the difference in datum.
The lidar and bathymetric data was combined to produce a composite digital elevation model
(DEM). This DEM extends approximately 25 miles from approximately a half a mile upstream of
Oxbow Dam to a half mile downstream Hells Canyon Dam (Figure 2-2). The DEM does not include
bathymetry upstream of Oxbow Dam or downstream of Hells Canyon Dam.
The composite DEM was developed in three stages.The first stage consisted in developing a DEM
using only the lidar data. This DEM was trimmed to include a swath of no more than 1 mile wide
along the Snake River. Note that the lidar data does not capture topographic information in areas
that were covered with water at the time the lidar data was acquired. The second stage consisted
in developing a DEM based on the bathymetric data. This bathymetry DEM was limited to the
extents of the bathymetric data points. The third stage consisted in combining these two DEMS.
In most areas the combination of the lidar and bathymetric data resulted in a seamless elevation
model. It is important to note,however,that in some areas the bathymetric data does not
completely cover areas missed by the lidar. In these areas the topography/bathymetry was
spatially interpolated from the lidar and bathymetric data. Figure 2-1 shows two example areas
where the lidar/bathymetric data integration resulted in a seamless DEM and where interpolation
was necessary to complete the DEM.

The HEC-GeoRAS software was used to delineate the stream centerline and cross sections used to define
the HEC-RAS geometry. Figure 2-3 shows the model extents and the cross sections used to define the
Snake River channel within the model. A total of 188 cross-sections were used. The model geometry
includes the Oxbow Bridge.

2.3 MODEL CALIBRATION
Historical flow and stage data provided by IPC was used to calibrate the model. Available data included
the following:
• Oxbow Dam spillway discharge
• Oxbow Powerhouse turbine discharge
• Oxbow Powerhouse tailwater stage at the tailrace (NGVD 29)
• Snake River below Oxbow Dam, flow and stage
• Hells Canyon Dam headwater stage and discharge (NGVD 29)
The stage at the Snake River below Oxbow Dam gage (Snake River Gage) was used as the target
parameter for calibration purposes. This gage is located approximately 1,200 feet upstream from the
Oxbow Bridge and approximately 1,500 feet downstream of the Oxbow Powerhouse tailrace. A rating
curve using the Snake River Gage was initially developed to be used as a calibration target. Further
analysis indicated that backwater and discharges from Hells Canyon Dam have a slight but statistically
significant influence on water levels at the Snake River Gage.
2.3.1 Regression Analysis
A regression analysis was performed to obtain a multivariate second-degree polynomial function (shown
below)that was used to define the target water surface elevation (WSE) at the Snake River Gage as a
function of flow at this gage, and headwater elevation and discharges at Hells Canyon. Figure 2-4 shows
the goodness of fit plot of this function; comparing estimated WSE to observed WSE at the gage. The
standard error of prediction of this function is 0.23 ft and the rz statistic of the regression is 0.99.

The data used in this regression analysis is a subset of the available stage and discharge data. Data was
excluded using the following criteria:
• Temporal consistency of the data: time periods were excluded if any one of the parameters was
not available for that period.
• Significant scatter in the data was observed when the flow rates were approximately lower than
30,000 cfs. It is likely that fluctuations may occur due to operation of the hydro plants
considering that the maximum capacity for Oxbow and Hells Canyon are 28,000 cfs and
30,000 cfs respectively. Therefore, data from time periods with flow rates lower than 30,000 cfs
were excluded from the analysis.
• Obvious outliers were also excluded from the analysis.
Note that this function was developed within a limited range of flow rates and water levels. Flow rate
approximately ranged between 30,000 cfs and 70,000 cfs, and Hells Canyon headwater levels
approximately ranged between elevation 1683.1 ft and 1687.3 ft (NGVD 29). This function may not be
applicable for flow rates or water levels outside the range used to develop it; thus, extrapolation would
likely result in erroneous WSE estimates.
2.3.2 HEC-RAS Model Calibration
For calibration purposes a series of synthetic conditions were defined to test the model under varying
flow rates (from 30,000 cfs to 70,000 cfs at 2,000 cfs increments) and Hells Canyon headwater levels
(1683.1, 1684.1, 1685.1, 1686.1 and 1687.3 (NGVD 29)). A total of 105 scenarios were evaluated.
Steady state conditions were assumed. For all scenarios the difference between the HEC-RAS estimated
WSE and synthetic(regression) observed WSE ranged between -0.7 ft to 0.4 ft. In general, as flow
increases, HEC-RAS tends to slightly underestimate the WSE at the Snake River Gage. The only
parameter changed in the calibration is the roughness (Manning's n)value assigned to the river channel.

Based on the calibration, it was determined that using a Manning's n value of 0.045 results in the best
estimates of WSE at the Snake River Gage. It was assumed that the Manning's n value is constant along
the alignment of the Snake River.
Figure 2-5 shows the stage-discharge curve at the Snake River Gage obtained from the HEC-RAS model
compared to estimated values based on the regression analysis (assumed observed values). The figure
also shows results if Manning's n values of 0.040 and 0.050 are used in the analysis assuming a Hells
Canyon headwater level of 1685.1 (grey dashed lines). Using a Manning's n value of 0.040 tends to
underestimate water levels (range: -0.4 ft to -1.5 ft) and using a Manning's n value of 0.050 tends to
overestimate water levels (range: 0.49 ft to 0.89 ft).

2.3.3 HEC-RAS Model Validation
The HEC-RAS model was validated using data during two major flood events as measured at the Snake
River Gage below Oxbow Dam.
Data provided for this gage is available from 2003 to 2020. Table 2-1 shows the peak flows measured at
this gage listed by hydrologic year(Oct. 1St through Sep. 301h).The four largest peaks of 78,000, 70,400,
70,270 and 60,500 cfs occurred respectively in 2006, 2011, 2017, and 2019. The 2017 and 2019 were
selected for validation purposes. Even though the 2006 and 2011 events are the largest,they were not
used because the provided discharge data at Hells Canyon Dam only goes back to August 2013 and this
data is needed to define the downstream boundary conditions in the model. To validate the HEC-RAS
model, a time period of two months, centered on each of the two recorded peak discharges,was
modeled.

To validate the model, modeled and observed stages at the Snake River Gage were compared. Inputs to
the model include Oxbow spillway and turbine discharge hydrographs during these events, and
corresponding stage and discharge hydrographs at Hells Canyon Dam to define downstream boundary
conditions.
Figures 2-6 and 2-7 show hydrographs for the 2019 and 2017 events respectively. The figures show that
for the two events,the HEC-RAS model closely predicts water levels at the Snake River Gage. Figures 2-8
and 2-9 show the goodness of fit of predicted stages compared to observed stages. The standard error
of prediction of the model is 0.26 ft and 0.53 ft for the 2019 and 2017 events respectively. Figures 2-8
and 2-9 also show the departure from measured values if a lower(0.04) or higher(0.05) Manning's n
value was used. It is important to note that there are some obvious outliers in the data set. A cursory
inspection of the data set revealed that some of the data is likely to be faulty. No attempts to correct
the data set were done because, even though it is obvious that a few data points are faulty,there is not
a practical way to clean the data set.

2.4 OXBOW DAM TAILWATER RATING CURVE
The tailwater rating curve for Oxbow Dam was obtained from the calibrated HEC-RAS model.Two
scenarios were evaluated to develop the rating curve. The first scenario assumes that the spillway
gates and sluice gates are fully open at Hells Canyon Dam; a condition that is plausible but not
typical based on normal operations at Hells Canyon Dam. The second scenario assumes normal
operation of the spillway and sluice gates at Hells Canyon Dam.
For the first scenario,a total of 28 scenarios where modeled corresponding to water levels at Hells
Canyon Dam between elevation 1640 ft and 1694 ft(NGVD 29) at 2-ft increments. Corresponding
flow rates were obtained using the spillway and sluiceway rating curves for Hells Canyon Dam. For
the second scenario it was assumed that the automatic spill gate operation at Hells Canyon would
be followed to maintain full elevation at 1688 ft(NGVD 29). Model results show that water levels
immediately upstream of Hells Canyon Dam have very little impact on water levels immediately
downstream of Oxbow Dam for flow rates between 70,000 and 310,000 cfs. For the flow rates
evaluated,the assumption of fully open gates at Hells Canyon results in water levels of up to 0.1 feet
lower than assuming normal operations at Hells Canyon Dam.
The tailwater rating curve is listed on Table 2-2 and depicted in Figure 2-10. The tailwater rating
curve reflects the normal operations at Hells Canyon Dam.
