The lowest proposed increase is for large power, then residential, with irrigation power bearing the brunt of the increase--45+%greater increase than large power. I highly doubt that irrigation demand is outstripping residential and large power demand. The rate increase should be borne by large power and new residential. New power is expensive power, much more expensive than the historic hydro power. Large power and new residential developments should bear the cost, not the present residential owners or irrigation farmers. If Idaho Power is going to increase rates 12.5% per year(17+%+7+% over two years), our electrical rates will double in a little under 6 years based on the Rule of 72 (72/12.5 = 5.8 years). This when the quality of the service is getting worse -- 15 minute windstorm = 8+ hours of lost service for some customers recently. Additionally, if Idaho Power is going to increase the rates that they charge,then they should also increase the rates that they pay for solar generated electricity on their system. They just cut that rate and they do not plan on increasing it even though they are asking to charge more. 1 A more equitable solution would be to grandfather the rates of established users and have new power users pay for the expensive capacity additions. Let those who are causing our costs to go up, pay for it. Instead, Idaho Power is doing just the opposite.
