REQUEST OF THE
COMMISSION STAFF
Capitol Water Corporation provides the following responses to the Fifth Production
Request of the Commission Staff to Capitol Water Corporation.
REQUEST NO. 60: Please provide copies of the following customer bills, with all
confidential customer information redacted.
a. A bill from June 2024 for each service size of non-metered customers that includes
the sprinkling charge;
b. A bill for each service size of non-metered customers during the month of March
2024. Please use the same customer accounts as the bills in Request La; and
c. A bill from June 2024 for metered customers with service size of 3/", 1", 1 %2", and
2". Please select bills in which the monthly consumption exceeds the minimum
charge commodity allowance.
COMPANY RESPONSE: For Part A, the Company is providing reprinted June 2024
billing statements for 3/", I", and 1'/"non-metered customers with the sprinkling charge. The
flat-rate customers are billed in advance at the end of June for usage from July 1,2024, through

July 31, 2024. The reprinted statements show the billing date as of the date printed, 7/17/2024,
rather than the original printing date of June 28, 2024. June 2024 reprinted billing statements for
each service size of non-metered customers that includes the sprinkling charge is attached as"PR
Set 6 Q60 Part A."
For Part B, since the Company cannot reprint billing statements prior to the current
month's billing period, the Company is attaching copies of the Flat-Rate billing book pages for
the same accounts as the June billing statements. These bills would have been sent out the end
of March for April consumption. The billing page for each service size of non-metered
customers during the month of March 2024 is attached as "PR Set 6 Q60 Part B."
For Part C, the Company is providing June 2024 reprinted billing statements for metered
customers with service size of 3/", 1", 1 %2% and 2" in which the monthly consumption exceeds
the minimum charge commodity allowance. June 2024 reprinted billing statements for metered
customers with service size of V, 1", 1 %2" and 2"is attached as "PR Set 6 Q60 Part C."
REQUEST NO. 61: As a follow up to Request No. 51, please reconcile the Water
charge of$857.85 from Customer account 8-230 billed on 06/28/2024. Please explain all
minimum charges, commodity charges, and commodity rates that go into the calculation of the
Water charge.
COMPANY RESPONSE: The Company is not able to reconcile the Water charge of
$857.85 from Customer account 8-230 billed 6/28/2024. The Company has identified an error in
the customer billing system for metered customers. With the exception of billing statements
where the customer is under the minimum usage, the customer billing system is incorrectly
calculating metered customer billing statements.
REQUEST NO. 62: Please provide a count of non-metered customers by service size
for June 2023 and June 2024.
COMPANY RESPONSE: The current customer billing system does not provide a
report with a count of the non-metered and metered customers by service size. Counting of the

customers for the months of June 2023 and June 2024 is an onerous and burdensome task and
requires more time than Commission Staff has allotted for in the response time for this
Production Request. The Company requests that Commission Staff review the flat-rate and
meter books onsite to determine the customer count by service size for June 2023 and June 2024.
REQUEST NO. 63: Please provide a count of metered customers by service size for
June 2023 and June 2024.
COMPANY RESPONSE: The current customer billing system does not provide a
report with a count of the non-metered and metered customers by service size. Counting of the
customers for the months of June 2023 and June 2024 is an onerous and burdensome task and
requires more time than Commission Staff has allotted for in the response time for this
Production Request. The Company requests that Commission Staff review the flat-rate and
