Micron Technology, Inc. ("Micron"), pursuant to the Commission's Notice of Modified
Procedure dated June 12, 2024, provides the following comments regarding Idaho Power
Company's("Idaho Power"or the"Company")Application for Approval of a Clean Energy Your
Way Construction Agreement with the City of Boise and the First Amendment Thereto
("Application").
Micron's Comments
Micron submits these Comments to state its support for Idaho Power's Application and
proposed Clean Energy Your Way Renewable Construction Agreement with the City of Boise
("Renewable Construction Agreement"). The Renewable Construction Agreement will permit the
City of Boise to purchase up to 10 megawatts ("MW") from the existing Power Purchase

Agreement ("PPA") between Idaho Power and the Black Mesa Energy, LLC solar facility.' The
Commission originally approved the Black Mesa PPA along with Micron's replacement Special
Contract to allow Idaho Power to serve more of Micron's electric load with renewable energy,
consistent with Micron's internal sustainability goals.2 Micron's 2024 Sustainability Report
describes its goal to use 100%renewable electricity in the U.S. by the end of calendar year 2025.3
Micron applauds the City of Boise's clean energy goals and appreciates the opportunity to
work collaboratively with the City of Boise and Idaho Power to reallocate 10 MW of the Black
Mesa PPA to serve the City of Boise's electric load. As stated in Idaho Power's Application, the
Renewable Construction Agreement "builds upon a third-party customer off-taker provision in
Micron's Special Contract."4 Micron supports Idaho Power and the City of Boise utilizing this
provision in Micron's Special Contract as an opportunity to serve both Micron's and the City of
Boise's electric loads with renewable energy.
For decades Micron,the City of Boise, and Idaho Power have enjoyed a strong partnership
and working relationship, and this Renewable Construction Agreement serves as another example
of these parties working together to achieve mutually beneficial outcomes. Micron encourages the
Commission to approve Idaho Power's Application.
'As described in Idaho Power's Application,p.4,the Renewable Construction Agreement provides for a"ramp"
schedule in which up to 8 MW of the Black Mesa PPA will be allocated to the City of Boise effective September 1,
2024,9 MW effective September 1,2025,and 10 MW effective September 1,2026 and each year thereafter.
