HomeMy WebLinkAbout20041108min.docIDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING November 8, 2004 – 1:30 P.M. In attendance were Commissioners Paul Kjellander, Marsha Smith and Dennis Hansen. Commissioner Kjellander called the meeting to order. The first order of business was approval of the CONSENT AGENDA, items 1—2. Regarding item 2, Commissioner Hansen asked if any other parties had participated that did not agree to the Stipulation. Mr. Woodbury replied that AARP was a party to the Stipulation but not an actual party to the case, and the Irrigators were a party to the case but did not sign the Stipulation, and they were the only ones who did not sign. There were no further questions or comments. Commissioner Kjellander made a motion to approve the Consent Agenda items 1—2. A vote was taken on the motion and it carried unanimously. The second order of business was MATTERS IN PROGRESS: Daniel Klein’s November 5, 2004 Decision Memorandum re: Formal Complaint of Karen Shelstad. Mr. Klein reviewed his Decision Memo. Commissioner Hansen stated that Idaho Power had followed the correct procedures and he didn’t see anything that could be accomplished by acceptance of the formal complaint. He made a motion to reject the complaint. Commissioner Smith stated she supported the motion and noted that the purpose of the continuous service agreement is to prevent loss of power and the purpose of the charge is to collect for reading the meter and sending the bill. She said the landlord weighs the cost and benefit of keeping the power on while a unit is empty against having the power disconnected and must make a choice—i.e. it is a cost of doing business for the landlord. There was no further comment. A vote was taken on the motion and it carried unanimously. The next order of business was RULEMAKING: Don Howell's November 04, 2004 Decision Memorandum re: Proposed Revision to the Utility Customer Relations Rules, IDAPA Docket No. 31-2101-0401, Case No. RUL-U-04-1. Don Howell's November 04, 2004 Decision Memorandum re: The Proposed Changes to the Commission's Telephone Customer Relations Rules, IDAPA Docket No. 31-4101-0401, Case No. RUL-T-04-1. Don Howell's November 04, 2004 Decision Memorandum re: Updating the Commission's Safety and Accident Reporting Rule 201, IDAPA Docket No. 31-1101-0401, Case No. RUL-G-04-1. Commissioner Smith made a motion to approve items 4, 5, and 6 and adopt as final the proposed rules. Commissioner Hansen commented that he normally disliked rule changes but he would support these changes. A vote was taken on the motion and it carried unanimously. The only other items were under FULLY SUBMITTED MATTERS and Commissioner Kjellander stated they would deliberate on those privately. He then adjourned the meeting.
