Comment: "We own property in the North Idaho Club (NIC), the area served by the proposed water
company. We also own and operate a private water company(Schweitzer Basin Water LLC), regulated by
the Idaho Public Utilities Commission, so we are familiar with the regulations pertaining to private water
companies in Idaho.
We support the formation of Valiant Idaho Inc. and TIC Utilities, LLC (collectively the "Companies") as a
private public utility and they should be subject to all laws governing utilities within Idaho.
The Companies purchased the NIC and water utility when they were in foreclosure. The Companies
have been and are continuing to develop more lots for sale in the NIC and to expand the water system to
a sufficient capacity that will support the area served by the TIC Water Utility. Of course, the costs to
further enlarge the water system must be borne by the developer and not the existing users. Sales of
new lots pays for the water system improvements and includes access to the water system.
