North Temple POWER Salt Lake City,LIT 84116 A DIVISION OF PACIFICORP July 11, 2024 VIA ELECTRONIC FILING Commission Secretary Idaho Public Utilities Commission 11331 W Chinden Blvd. Building 8 Suite 201A Boise, ID 83714 Re: CASE NO. PAC-E-23-13 IN THE MATTER OF THE PETITION FOR APPROVAL OF AN EXTENSION TO THE 2020 PACIFICORP INTER-JURISDICTIONAL ALLOCATION PROTOCOL Attention: Commission Secretary PacifiCorp d/b/a Rocky Mountain Power("Rocky Mountain Power" or the "Company")provides this notice under Section 2.2.3 that it is unlikely that a Post-Interim Period Method agreement will be reached before the end of the sunset date of the 2020 PacifiCorp Inter-Jurisdictional Allocation Protocol on December 31, 2025, and is terminating negotiations in the Framework Issues Workgroup. Section 2.2.3 specifically provides: If the Company determines that it is unlikely that a Post-Interim Period Method agreement will be reached before the end of the Interim Period, then the Company will propose an allocation method for the Post-Interim Period for consideration by the Commissions. Parties are free to take any position regarding PacifiCorp's proposal, including proposing alternative allocation methodologies, or initiating a complaint or investigation of PacifiCorp's proposal. It has become apparent to the Company that the complexities of achieving a negotiated agreement with sufficient time to seek required approvals is unlikely. Consistent with the terms of Section 2.2.3 of the 2020 PacifiCorp Inter-Jurisdictional Allocation Protocol, the Company will propose an allocation method for the Post-Interim Period for consideration and approval by the Commissions.
