CAP-W-24-01 INCREASE ITS RATES AND CHARGES FOR ) WATER SERVICE IN THE STATE OF IDAHO. ) SECOND SUPPLEMENTAL RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF Capitol Water Corporation provides the following additional supplemental responses to the Second Production Request of the Commission Staff to Capitol Water Corporation. REQUEST NO. 24: Please provide a thorough and complete description of the water system including the following details regarding the system as applicable: g. The year, make, model, and capacity for backup generation supporting the well pumps, and length of time in service. Indicate if the generation has an Automatic Transfer Switch(ATS) or if it must be manually started; and COMPANY ORIGINAL RESPONSE: The Company is continuing to compile the requested information for items a, b, f, g, and h, and will send the requested information when the research has been completed. As to items c, d, and e, the Company does not have any storage tanks or booster pumps. The Company recommends an onsite visit with the Water Operator for a more thorough understanding of the water system. SECOND PRODUCTION REQUEST SUPPLEMENTAL RESPONSE OF 1 JUNE 26, 2024 CAPITOL WATER CORPORATION TO COMMISSION STAFF COMPANY SUPPLEMENTAL RESPONSE: The Company has already responded to items c, d, and e; in this response the Company submits the information for items a, b, f, g, and h. The Company recommends an onsite visit with the Water Operator for a more thorough understanding of the water system. g. Back-up Generator: There is a back-up generator at Well#4. It was installed in August of 2004. It is serviced semi-annually. The generator has an automatic transfer switch. COMPANY SECOND SUPPPLEMENTAL RESPONSE: The Company did not include the make and model of the generator in its first supplemental response. It is a Keto Light generator, Model D300FRJ4, with an engine manufactured by John Deere, Model 6125 HF 070. REQUEST NO. 28: Please provide the monthly metered amount of water(gallons) pumped from each well from January 2019 to December 2023. Please provide your responses in spreadsheet format(such as Microsoft Excel)with formulas intact. COMPANY ORIGINAL RESPONSE: The monthly metered amount of water (gallons)pumped from each well from January 2019 through December 2022 has been provided to Commission Staff in the Company's annual PPCA filings. Please see Case No. CAP-W-20- 01, Case No. CAP-W-21-01, Case No. CAP-W-22-01, and Case No. CAP-W-23-01 for this information. Copies of the 2023 well logs, which include the daily meter and pressure readings, are provided as PDFs as "PR 28 Well Logs." COMPANY SUPPLEMENTAL RESPONSE: After discussions with Commission Staff, the Company is providing the amount of water pumped from Well#7 into Well#6, the Aquifer Storage Recharge Well. During 2020/2021 the Company pumped 74,791,900 gallons of water into Well#6 for the 2021 summer sprinkling season. During 2021/2022 the Company pumped 85,440,400 gallons of water into Well #6 for the 2022 summer sprinkling season. During 2022/2023 the Company pumped 66,163,600 gallons of water into Well#6 for the 2023 summer sprinkling season. The amount pumped into Well#6 depends on the weather and watering patterns of the customers. For example, if there is an early fall, and customers stop sprinkling their lawns in response,then the Company will begin injecting water into Well#6 sooner than with a late fall. Conversely, if there is an early spring, and customers start sprinkling their lawns early in the season, then the Company will cease injecting water into Well#6 early as SECOND PRODUCTION REQUEST SUPPLEMENTAL RESPONSE OF 2 JUNE 26, 2024 CAPITOL WATER CORPORATION TO COMMISSION STAFF well. CAP-W-24-01 INCREASE ITS RATES AND CHARGES FOR ) WATER SERVICE IN THE STATE OF IDAHO. ) CAPITOL WATER CORPORATION SUPPLEMENTAL RESPONSE TO THE FOURTH PRODUCTION REQUEST OF THE COMMISSION STAFF Capitol Water Corporation provides the following supplemental responses to the Fourth Production Request of the Commission Staff to Capitol Water Corporation. REQUEST NO. 50: Please provide a count of Test Year 2022 non-metered customers by service size. Please also provide a count of the number of non-metered accounts that are charged the Sprinkling Rate. ORIGINAL COMPANY RESPONSE: The Company counted the number of customers for the month of June 2022 to determine the count of Test Year 2022 non-metered or flat-rate customers by service size. There are 2,198 3/-Inch Service Lines; 308 1-Inch Service Lines; and 12 1'/-Inch Service Lines. For the month of June, there were 2,518 flat-rate residential customers, as compared to the 2,521 flat-rate customers at year-end as reflected in the 2022 Annual Report. The customer count fluctuates every month due to customers leaving the system either through selling/buying the residence or moving into or out of a residential rental. Therefore, FOURTH PRODUCTION REQUEST SUPPLEMENTAL RESPONSE OF CAPITOL WATER CORPORATION 1 JULY 1, 2024 TO COMMISSION STAFF there are customer accounts each month that are not in service. The Company updates the year end customer count by reviewing all new customer move in/move out documentation for the year and adjusting the total number of customers for the Annual Report. SUPPLEMENTAL COMPANY RESPONSE: To clarify the original response, for the month of June, there were 2048 flat-rate 3/-inch line customers paying the summer rate; 266 flat- rate 1-inch customers paying the summer rate, and 12 1'/-inch line customers paying the- summer rate, for a total of 2,326 flat-rate customers paying the summer rate during June 2022. There were 150 3/-inch line customers paying the winter rate; and 42 1-inch line customers paying the winter rate, for a total of 192 customers paying the winter rate during June 2022. REQUEST NO. 51: Please provide a customer bill from within the past year for each meter size for metered customers, with all confidential customer information redacted. COMPANY RESPONSE: Due to the eccentricities of the customer billing system, the Company is not able to reproduce customer bills for prior billing periods. Capitol Water Corporation is going to purchase new billing software, which will enable the Company to reprint statements and other features. The Company is in the process of printing and assembling the June 2024 bills and will provide a customer bill for each meter size for metered customers by July 1, 2024, from the current statement period.
