MINUTES OF DECISION MEETING
June 14, 2024 — 1:30 P.M.
In attendance was Commissioner Eric Anderson,Commissioner John R.Hammond,Jr.,and Commissioner
Edward Lodge. Commissioner Anderson called the meeting to order.
The first order of business was APPROVAL OF MINUTES FROM THE PREVIOUS MEETING on
June 11,2024. The Commission voted unanimously to approve the minutes as written.
The next order of business was CONSENT AGENDA:
2. Action Item: Michael Duval's June 11,2024,Decision Memorandum re: In the Matter of Idaho
Power Company's Application for Approval of a First Amendment to the Energy Sales Agreement
for the Sale and Purchase of Electric Energy from the Shoshone Hydro Project; Case No.IPC-E-24-
21.
3. Action Item: Michael Duval's June 11, 2024,Decision Memorandum re: In the Matter of Idaho
Power Company's Compliance Filing to Update the Customer Surcharge to Collect Incremental Cost
of Distribution Undergrounding of the New 138 kV Transmission Line in the Wood River Valley and
Establish Necessary Regulatory Accounting Treatment; Case No.IPC-E-24-22.
4. Action Item: Michael Duval's June 11, 2024,Decision Memorandum re: In the Matter of Ziply
Fiber's Application for Designation as an Eligible Telecommunications Carrier in the State of Idaho
to Receive Federal Lifeline Support; Case No.ZFP-T-24-01.
5. Action Item: Chris Burdin's June 11, 2024, Decision Memorandum re: In the Matter of Idaho
Power Company's Application to Increase Rates for Electric Service to Recover Costs Associated

6. Action Item: Chris Burdin's June 11, 2024, Decision Memorandum re: In the Matter of Idaho
Power Company's Application for a Certificate of Public Convenience and Necessity for the Boise
Bench Battery Storage Facility; Case No.IPC-E-24-16.
7. Action Item: Adam Triplett's June 11,2024,Decision Memorandum re: In the Matter of Rocky
Mountain Power's Application for Authority to Increase Its Rates and Charges in Idaho; Case No.
PAC-E-24-04.
8. Action Item: Dayn Hardie's June 11,2024,Decision Memorandum re: Order No. 1920 in FERC
Docket No.RM21-17-000,Building for the Future Through Electric Regional Transmission Planning
and Cost Allocation; Case No.FER-E-24-01.
Commissioner Anderson made a motion to approve Staff s recommendations for Items 2 — 8 under the
Consent Agenda. A vote was taken on the motion and it carried unanimously.

Commissioner Anderson stated that Items 9-12 under Fully Submitted Matters would be deliberated
privately.
Commissioner Anderson stated there was no further business before the Commission and the meeting was
adjourned.
