I, Maria Barratt-Riley, being first duly sworn under oath, depose and state as follows:
1. My name is Maria Barrat-Riley. I am over 21 years of age and I have personal knowledge
of the facts stated in this affidavit.
2. The information contained herein is true and correct to the best of my knowledge.
3. I am the Executive Director of the Idaho Public Utilities Commission,and I am responsible
for the Pipeline Program.
4. Commission Order No. 35492 authorized a settlement agreement ("Agreement") between
staff and the Company, and set forth specific corrective actions the Company was required
to implement to improve its processes and practices to ensure public safety and compliance
with pipeline safety regulations.

5. As part of the Agreement, the Company was required to submit quarterly reports on the
progress of each specified corrective item, as well as audit all service orders to ensure that
Service Technician Apprentices and Service Technicians were qualified to perform the
work associated with each service order.
6. The Company successfully submitted these quarterly reports before the 15'h of the month
following the end of the quarterly reporting period beginning with the August 23, 2022
report and the most current dated April 4, 2024. In total, the Company filed six reports.
7. The company reports it has successfully implemented all corrective actions and the October
2022 report was the last time the company reported any service order audit findings. Since
that date, the company has reported zero findings in all service orders.
