Comment: "Why does everyone, regardless of usage or property value, have to pay the same surcharge?
Seems to me it should be based on overall usage, not a blanket surcharge! A 1000sq ft house, owner
occupied, pays the same as a 15,000sq ft house that is unoccupied 90%of the time? Makes absolutely
no sense to me! We pay for electricity based on usage.... "
