SUBJECT: IN THE MATTER OF FEDERAL ENERGY REGULATORY
COMMISSION ORDER NO. 1920; CASE NO. FER-E-24-01
On May 13, 2024, the Federal Energy Regulatory Commission ("FERC") issued Order
No. 1920 in Docket No. RM21-17-000 Building for the Future Through Regional Transmission
Planning and Cost Allocation. Order No. 1920 makes several major reforms to transmission
planning requirements that apply to transmission providers. Notably, the reforms require
transmission planners to: (1) participate in regional future-focused transmission planning to
identify transmission needs; (2) develop processes and standards for choosing transmission
investments to resolve those transmission planning needs; and(3) develop and file forecasted cost
allocation methods to distribute associated costs.
RECOMMENDATION
Because these changes to transmission planning could significantly impact Idaho
customers, Counsel recommends the Commission seek to intervene in Docket No. RM21-17-000
and file a Request for Rehearing.
