Comment: "Rocky Mountain Power should not have the ability to request back payment of funds from
their customers.Those customers are already paying a more than honest sum that Rocky Mountain
Power has required of them. Rocky Mountain Power has made this same request for additional funds
multiple times, and they continue to request a larger sum each time. If the request is approved,then
there is nothing to stop Rocky Mountain Power from continuing to make the same type of request of
their customers in the future,which would be dishonest even further. If Rocky Mountain Power has
invested their funds into energy saving devices and sustainable power sources, it would stand to reason
that such investments would pay themselves back to Rocky Mountain Power, not increase the costs hat
Rocky Mountain Power must pay. If those types of investments are truly creating a debt for Rocky
Mountain Power power,then Rocky Mountain Power should seek for energy sources elsewhere, in order
for their expenditures to remain stationary per their customer contracts."
