SWS-W-24-01 UTILITIES, LLC'S APPLICATION FOR ) AUTHORITY TO INCREASE ITS RATES ) NOTICE OF MODIFIED AND CHARGES FOR WATER SERVICE IN ) PROCEDURE THE STATE OF IDAHO ) NOTICE OF PUBLIC WORKSHOPS ORDER NO. 36192 On February 28, 2024, CDS Stoneridge Utilities, LLC ("Company" or "Stoneridge") applied for authorization to increase its rates and charges for water service ("Application"). The Company's Application contained several supplemental materials which it offered to justify its request.Also on February 28, 2024, the Company made a separate supplemental filing requesting an April 1, 2024, effective date.' On March 13,2024,the Commission issued a Notice of Application,Notice of Intervention Deadline, and Notice of Suspension of Proposed Effective Date. Order No. 36116. The Stoneridge Property Owners Association, Inc. ("SPOA"), the Stoneridge Club Condominium Owners Association, Inc. ("SRCCOA"), and an individual, Randolph Lee Garrison,pro se petitioned to intervene. Order Nos. 36144 and 36163. We now issue this Notice of Modified Procedure establishing public and Company reply deadlines and Notice of Public Workshops. The Commission will provide notice of a public hearing(s) for the Company's customers at a later date. NOTICE OF MODIFIED PROCEDURE YOU ARE HEREBY NOTIFIED that the Commission has determined that it will proceed under Modified Procedure pursuant to the Commission's Rules of Procedure 201-204, IDAPA 31.01.01.201-.204. The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation. 1 In its Application the Company initially requested a July 1,2024,effective date. See Application Attachment G. NOTICE OF MODIFIED PROCEDURE NOTICE OF PUBLIC WORKSHOPS ORDER NO. 36192 1 YOU ARE FURTHER NOTIFIED that persons desiring to state a position on this Application may file a written comment explaining why the person supports or opposes the Application. Persons interested in filing written comments must do so by August 7, 2024.2 Comments must be filed through the Commission's website or by e-mail unless computer access is unavailable. To comment electronically, please access the Commission's website at http://www.puc.idaho.gov/. Click the"Case Comment Form"and complete the form using the case number as it appears on the front of this document. To file by e-mail, persons must e-mail the comments to the Commission Secretary and all parties at the e-mail addresses listed below. Persons submitting a comment by e-mail must provide their name, address, and the Case Number under which they are commenting. Persons submitting a comment by e-mail also acknowledge that submitting a comment in an open case constitutes a public record under Idaho Code § 74-101(13), and all information provided by such person is available for public and media inspection. If computer access is unavailable, then comments may be mailed to the Commission and the Parties at the addresses below.Persons submitting a comment by mail must provide their name, address, and the Case Number under which they are commenting. NOTICE OF MODIFIED PROCEDURE NOTICE OF PUBLIC WORKSHOPS ORDER NO. 36192 2 YOU ARE FURTHER NOTIFIED that the Company must file any reply comments by August 28, 2024. NOTICE OF PUBLIC WORKSHOP YOU ARE FURTHER NOTIFIED that Commission Staff ("Staff') will hold in-person informational public workshops in this case for customers of the Company. These public workshops will be held on Tuesday, June 4, 2024, at the Blanchard Community Center, 685 Rusho Lane,Blanchard,Idaho. One workshop will be held from 1:00 p.m. to 3:30 p.m. (PDT) or until all questions have been answered—whichever comes first. The second workshop will be held on the same day from 6:00 p.m. to 8:30 p.m. (PDT) or until all questions have been answered—whichever comes first. For those who are not able to attend either workshop, a video presentation of it will be posted to the Commission's homepage at www.puc.idaho.g_ov the week of June 3, 2024. The purpose of these workshops is to provide the public with an overview of the Company's Application. At the start of the workshop, Staff will summarize the Application and the public may ask Staff questions about it. The purpose of these workshops is informational only. The information exchanged at the workshop (questions, comments, concerns, opinions, etc.) will not become part of the official record for this case. Interested persons must either file written comments prior to the public comment deadline set in this Order or provide testimony at a customer hearing for their positions to be entered into the record. The Commission will schedule a public hearing(s) in a future order. ORDER IT IS HEREBY ORDERED that the Company's Application be processed by Modified Procedure. Persons interested in submitting written comments must do so by August 7, 2024. The Company must file any reply comments by August 28, 2024. IT IS FURTHER ORDERED that public workshops shall be held on Tuesday,June 4,2024, at the Blanchard Community Center, 685 Rusho Lane, Blanchard, Idaho. One workshop will be held from 1:00 p.m. to 3:30 p.m. (PDT). The second workshop will be held on the same day, June 4, 2024, from 6:00 p.m. to 8:30 p.m. (PDT). Both workshops will end at the stated times or whenever there are no more questions from the public,whichever comes first. Generally, all pleadings should be filed with the Commission electronically and will be deemed timely filed when received by the Commission Secretary. See Rule 14.02. Service between parties should continue to be accomplished electronically when possible. However, voluminous discovery-related documents may be filed and served on CD-ROM or a USB flash drive.
