TO IDAHO POWER COMPANY
Staff of the Idaho Public Utilities Commission,by and through its attorney of record,
Adam Triplett, Deputy Attorney General, requests that Idaho Power Company("Company")
provide the following documents and information as soon as possible, but no later than
MONDAY,MAY 27, 2024.
This Production Request is to be considered as continuing, and the Company is requested
to provide,by way of supplementary responses, additional documents that it, or any person
acting on its behalf, may later obtain that will augment the documents or information produced.
Please provide answers to each question, supporting workpapers that provide detail or are
the source of information used in calculations, and the name,job title, and telephone number of
the person preparing the documents. Please also identify the name,job title, location, and
telephone number of the record holder.
SECOND PRODUCTION REQUEST

In addition to the written copies provided as response to the requests,please provide all
Excel spreadsheets and electronic files with formulas intact and enabled.
REQUEST NO. 9: Company witness Thompson states that, "The Company's demand
response programs provided actual non-coincident demand reduction of 240 MW during the
2023 program season." Thompson Direct at 11. Please clarify how the Company defines non-
coincident demand reduction and how it calculated that value. Please provide the underlying
data showing how the Company determined the non-coincident demand reduction was 240
megawatts ("MW"). Please include workpapers with calculations intact.
REQUEST NO. 10: The Company applies the full line-loss percentage to all "metered-
site energy savings to find the energy savings at the generation level." Supplement 1: Cost-
Effectiveness at 5. The full line-loss percentage includes the transmission, primary distribution,
secondary distribution, and transformer core losses. Please explain why the Company removes
the secondary line-losses and the transformer core losses when it calculates the value of the
export credit rate,but it includes those losses when calculating the value of these other avoided
energy savings.
REQUEST NO. 11: Within the Commercial and Industrial ("C&I") Custom Project
program,please provide the following additional information:
a. A list of each sub-project in the "Compressed Air Leak Repairs"project. Please
include the assumed kWh savings and incentive paid for each sub-project;
b. A list of each sub-project in the "Find& Fix"project. Please include the assumed
kWh savings and incentive paid for each sub-project; and
c. Details of the "Green Motors Program Rewind: Motor size 1,000 HP"project. The
details should describe the action authorized, the engineering analysis of the energy
savings, and the incentive paid to the customer.
REQUEST NO. 12: Within the C&I New Construction Project program,please provide
a more detailed description of the action authorized, the engineering analysis of the energy
savings, and the incentive paid to the customer for the following projects:

a. The "High-Volume, Low-Speed Fan"project that saved 16,733 kWh per year; and
b. The "Demand Controlled Kitchen Ventilation Exhaust Hood"project that saved
4,590 kWh per year.
REQUEST NO. 13: Within the C&I Retrofit Project program,please provide a more
detailed description of the action authorized, the engineering analysis of the energy savings, and
the incentive paid to the customer for the following projects:
a. The "High-Volume, Low-Speed Fan"project that saved 16,733 kWh per year;
b. The "Energy Star listed electric combination oven(29-40 pans)"project that saved
11,634 kWh per year; and
c. The "VFD on milking transfer pump"project that saved 11,777 kWh per year.
REQUEST NO. 14: On Page 53 of the 2023 Annual Report ("Annual Report"), the
Company explains that evaporative coolers, heat pump water heaters, and smart thermostats are
not required to be installed by a licensed contractor. Please explain how the Company estimates
the savings for these measures without verification of the proper operation for each of these
measures.
REQUEST NO. 15: Please explain how the Company accounts for overlapping savings
of the smart thermostat measure with other measures (e.g., air conditioners and heat pumps).
REQUEST NO. 16: On Page 57 of the Annual Report, the Company describes that 25%
of participants lived in heating zone 1 and cooling zone 3 in 2023. Please explain what heating
and cooling zones are applicable to the Company's service territory, how these zones are
determined, how these zones are different from IECC climate zones, and provide maps in PDF
format showing the heating and cooling zones in the Company's service territory.
REQUEST NO. 17: Please describe potential modifications to the Small Business
Direct Install ("SBDI") offering that the Company is considering for a modified 2024 offering.
REQUEST NO. 18: Please provide a breakdown of project types administered by the
2023 SBDI offering. (i.e., screw-in bulb, linear lighting, high bay, interior, exterior, etc.)

REQUEST NO. 19: For each of the Weatherization Assistance for Qualified Customers
("WAQC") measures listed on Table 18 with no participation,please provide a brief description
of the measure, describe how it is administered through the WAQC program, and challenges
associated with the measures.
REQUEST NO. 20: Please provide a comparison of the measures, incentives, and
energy savings estimates between the new Multifamily Energy Efficiency Program and its
previous iteration.
REQUEST NO. 21: Please describe any changes made to the structure and
administration of the new Multifamily Program relative to its previous iteration.
REQUEST NO. 22: Please provide the Technical Reference Manual created for the
Multifamily Program.
REQUEST NO. 23: Please explain if the Company has received any requests to
participate in the home energy reports ("HER")program. In the response, please provide how
many requests were from customers in or not in the control group.
REQUEST NO. 24: Please describe findings from the initial implementation of the
HERS program that were changed in the 2024 offering.
REQUEST NO. 25: Please provide a list of enhancements the Company is considering
for the continued 2024 HERS program.
REQUEST NO. 26: Please explain if current HERS participants will continue to receive
reports under the new contract.
REQUEST NO. 27: In the HERS section of the DSM Annual Report, the Company
states that it intends to consider a new wave of participants. Please explain what options are
available to the Company for continuing the program if the pool of non-participants cannot
support another treatment group.

REQUEST NO. 28: Please provide any consideration the Company has given to
opening the participation of the HERS program beyond the treatment group.
REQUEST NO. 29: Please describe any other methods the Company has considered to
estimate the savings of its HER program.
REQUEST NO. 30: Please provide marketing expenses associated with the Company's
Demand Response ("DR")programs for 2022 and 2023.
REQUEST NO. 31: For each event week of the past three years, please provide data at
the participant level for each DR offering, as applicable.
a. The date, time, and duration of each called event;
b. The nominated load reduction for event week;
c. Whether the participant opted out of the event;
d. Whether there was a load control device failure for the given participant during the
event;
e. The amount of actual load reduction for each event called broken down by hour;
f. Whether the dispatch was automatic or manual;
g. The maximum potential incentive payment; and
h. The actual incentive payment.
REQUEST NO. 32: Please list all dates and circumstances when a load control device
failed to operate within the Company's automatic dispatch option for each DR program.
