Please explain the differences between the three outage types (Forced, Maintenance, Planned). Response to IPUC Data Request 5 Please refer to the Company's response to IPUC Audit Data Request 6, specifically Confidential Attachment IPUC Audit 6, which provides forced and maintenance outage information, longer than 72 hours, for PacifiCorp's owned thermal generation resources during calendar year 2023. Please refer to Confidential Attachment IPUC 5 which provides the Company's full outage log for the Company's owned thermal generation resources during calendar year 2023. Please refer to Confidential Attachment IPUC 5 which provides the Company's outage logs for the Company's owned hydroelectric and owned wind resources for calendar year 2023. Definitions of outage types are publicly available and are in accordance with the data reporting instructions established by the North American Electric Reliability Corporation (NERC) Generating Availability Data System (GADS). A summary is provided below: • Forced—(when a unit trips off-line or is required to be taken off-line within a few days) — U1 -This is an outage that requires immediate removal of a unit from service, another outage state, or a reserve shutdown state. PAC-E-24-05 /Rocky Mountain Power April 22, 2024 IPUC Data Request 5 — U2 -This is an outage that does not require immediate removal of a unit from the in-service state, instead requiring removal within six hours. — U3 -This is an outage that can be postponed beyond six hours but requires that a unit be removed from the in-service state before the end of the next weekend (Sunday at 2400 or before Sunday turns into Monday). — SF - Startup Failure. This is an outage that results when a unit is unable to synchronize within a specified startup time following an outage or reserve shutdown. • Planned—(this designation is used for scheduled overhauls and inspections) — PO - An outage that is scheduled well in advance and is of a predetermined duration, can last for several weeks, and occurs only once or twice a year. — PE -GADS defines a planned outage extension as an extension of a PO beyond its estimated completion date. • Maintenance—(periodic maintenance or repairs that did not result in a forced outage) — MO - An outage that can be deferred beyond the end of the next weekend (defined as Sunday at 2400 hours or as Sunday turns into Monday), but requires that the unit be removed from service, another outage state, or Reserve Shutdown state before the next PO. The provided outage log for the Company's wind operations generally includes categories for planned and/or forced outage types. A summary is provided below: • Planned -Any outage that required a circuit of wind turbines to be out of service for a predetermined amount of time. Such outages are scheduled in advance and allow for the safe shutdown of the turbines before the circuit is disconnected. • Forced outage -Any outage that affects a circuit of turbines but was not scheduled and does not have a predetermined duration. Confidential information is provided subject to protection under IDAPA 31.01.01.067 and 31.01.01.233, the Idaho Public Utilities Commission's Rules of Procedure No. 67—Information Exempt from Public Review, and further subject to the non-disclosure agreement(NDA) executed in this proceeding.
