IPUC Data Request 5
Please explain how approved future demand response (DR)programs with their
growth are reflected in the load and resource balance and how the growth
associated with approved future DR programs is determined.
1" Supplemental request received on April 10, 2024 from Idaho Public
Utilities Commission (IPUC) staff—"Planned"demand response resources
within the load and resource balance. Please provide load and resource balance
work papers to support the Company's response or advise where the information
has already been provided in this proceeding (tab "Summary", tab "Smr Peak
L&R (No Proxy, Update)" and tab "Wtr Peak L&R (No Proxy, Update)".
1st Supplemental Response to IPUC Data Request 5
Further to the Company's response to IPUC Data Request 5 dated March 15, 2024
and to the Idaho Public Utilities Commission (IPUC) staff supplemental request
received on April 10, 2024, the Company responds as follows:
In PacifiCorp's 2023 Integrated Resource Plan (IRP), "Planned"resources and
"Proxy" demand response (DR) resources are not reported in the initial load and
resource balance (No Proxy Resources).
However, in this proceeding (PacifiCorp's Application for Approval of a Capacity
Deficiency Period to be used for Avoided Cost Calculations), planned DR
programs that had received commission approval were added to the load and
resource balance, including projected growth in these planned DR programs over
time, this was at the direction of the IPUC.
Please refer to the confidential work paper supporting the Company's Application
in this proceeding, specifically confidential file "PAC-E-24-01 RMP CONF
Workpapers 1-19-24". For ease of presentation, the planned DR programs were
included in the "Existing - Demand Response" line item in the summary table
supporting PacifiCorp's Application in this proceeding and can be identified in
the project level detail on tab "Generator_Battery_Data" based on column AB:
only DR that is indicated as "Commission Approved" and"Commission
Approved (starts 2025)" are included in the filed results. Additional detail on
these planned DR programs is provided on tab "DR".
