IPC-E-24-14 COMPANY'S APPLICATION FOR AN ) ORDER AUTHORIZING INCLUSION IN ) NOTICE OF APPLICATION THE BRIDGER BALANCING ACCOUNT OF ) ALL NON-FUEL OPERATIONS AND ) NOTICE OF MAINTENANCE EXPENSES ASSOCIATED ) INTERVENTION DEADLINE WITH PLANT OPERATIONS ) ORDER NO. 36138 On March 29, 2024, Idaho Power Company ("Company") filed an application ("Application") with the Idaho Public Utilities Commission ("Commission") requesting an order authorizing inclusion of all non-fuel operations and maintenance ("O&M") expenses associated with plant operations in the Jim Bridger Power Plant(`Bridger")balancing account. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that the Company represents that the rates resulting from the Company's last general rate case,Case No. IPC-E-23-11,in effect January 1,2024,were based on a 2023 test year and do not include non-fuel O&M expenses associated with gas-fired operations at Bridger. Application at 6. YOU ARE FURTHER NOTIFIED that the Company represents that because Bridger will continue to produce steam for electric generation regardless of if the fuel source is coal or natural gas, all Bridger gas-fired investments and O&M expenses will be recorded in steam production accounts in the same manner as coal-fired investments and O&M expenses. Id. The Company states that it will be unable to differentiate non-fuel O&M expenses by unit, and the Company seeks authorization to include the Idaho jurisdictional share of all non-fuel O&M expenses associated with Bridger operations, whether gas-fired or coal-fired, in the Bridger balancing account.Id. YOU ARE FURTHER NOTIFIED that the Company represents that it is proposing to track within the mechanism all actual non-fuel O&M expenses associated with the four Bridger units and common facilities,comparing the actual non-fuel O&M expenses to the $18.2 million forecast of non-fuel O&M expense currently reflected in customer rates, effective January 1, 2024. Id. at 7. The Company states that it will seek to update the current level of Bridger-related costs in NOTICE OF APPLICATION NOTICE OF INTERVENTION DEADLINE ORDER NO. 36138 1 customer rates to include all non-fuel O&M expenses in the Bridger levelized revenue requirement mechanism in a future rate proceeding. Id. YOU ARE FURTHER NOTIFIED that the Application has been filed with the Commission and is available for public inspection during regular business hours at the Commission's office. These documents are also available on the Commission's website at www.puc.idaho.gov. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code, and that all proceedings in this matter will be conducted pursuant to the Commission's Rules of Procedure, IDAPA 31.01.01.000 et seq. NOTICE OF INTERVENTION DEADLINE YOU ARE FURTHER NOTIFIED that persons desiring to intervene in this matter to obtain parties' rights of participation must file a Petition to Intervene with the Commission pursuant to this Commission's Rules of Procedure 71-73, IDAPA 31.01.01.072-073. Persons who wish to intervene as a party must file a Petition to Intervene no later than twenty-one (21) days after the date of service of this Order. Persons desiring to present their views without parties' rights of participation do not have to intervene and may present their comments without prior notification to the Commission or the parties. YOU ARE FURTHER NOTIFIED that the Commission Secretary shall issue a Notice of Parties after the deadline for intervention has passed. The Notice of Parties shall assign exhibit numbers to each party in this proceeding. YOU ARE FURTHER NOTIFIED that once the Notice of Parties is issued, Commission Staff("Staff')will informally confer with the parties to discuss a schedule to process this case and other issues as may be raised by the parties.
