SUBJECT: IN THE MATTER OF VP INC.'S APPLICATION FOR A CERTIFICATE
OF PUBLIC CONVENIENCE AND NECESSITY AND TO INCREASE ITS
RATES AND CHARGES FOR WATER SERVICE IN THE STATE OF
IDAHO; CASE NO.VPI-W-24-01.
On January 11, 2024, VP Inc. ("Company") applied for a Certificate of Public
Convenience and Necessity to provide water service near Sandpoint, Idaho ("Application"). The
Commission directed the Company to file the Application after finding it was a water
corporation subject to regulation as a public utility in Case No. GNR-W-17-01. See Order No.
35998 at 4. On February 20, 2024, the Company amended its Application to also include a
request to increase its rates and charges for water service.
On March 12, 2024, the Commission issued a Notice of Application and Notice of
Intervention Deadline. Order No. 36117. No parties petitioned to intervene.
Additionally, after issuance of Order No. 36117, further inspection of the Company's
Application revealed that notices sent to customers indicated the proposed rate increase would
become effective July 1, 2024, for the rate increase. Staff interprets the date listed in the
customer notice as a proposed effective date.
STAFF RECOMMENDATION
After conferring with the Company, Staff recommends the Commission issue a
Notice of Modified Procedure, establishing a public comment deadline of June 13, 2024, and
company reply deadline of June 27, 2024. Staff further recommends the Commission suspend
the Company's proposed effective date for 30 days and five months, consistent with Idaho Code
§ 61-622(4).

Does the Commission wish to issue a Notice of Modified Procedure establishing a
public comment deadline of June 13, 2024, a company reply deadline of June 27, 2024, and
suspending the Company's proposed effective date for 30 days and five months, consistent with
Idaho Code § 61-622(4)?
