MINUTES OF DECISION MEETING
SUBJECT TO APPROVAL
March 19, 2024 — 1:30 p.m.
In attendance was Commissioner Eric Anderson, Commissioner Edward Lodge and Commissioner John
R. Hammond,Jr. Commissioner Anderson called the meeting to order.
The first order of business was the ADOPTION OF THE PROPOSED AMENDED AGENDA for
March 19,2024.
Commissioner Anderson made a motion,under Idaho Code § 74-204,to amend the agenda as proposed,
moving Action Item No. 2 to MATTERS IN PROGRESS,Nancy Ashcraft's March 12, 2024,Decision
Memorandum re: Updating List of Regulated Utilities for Assessment.A vote was taken on the motion
and it carried unanimously.
The next order of business was the APPROVAL OF MINUTES FROM THE PREVIOUS MEETING
on March 12th,2024. The Commission voted unanimously to approve the minutes as written.
The next order of business was CONSENT AGENDA:
2.Action Item: Dayn Hardie's March 19,2024,Decision Memorandum re: In the Matter of Avista's
Application for an Accounting Order Approving the Depreciation and Amortization Rates for Its
Outage Management System and Advanced Distribution Management System Software
Investments; Case No.AVU-E-24-04.
3.Action Item: Mike Louis and Adam Triplett's March 19,2024,Decision Memorandum re: In the
Matter of Idaho Power's Application to Update the Substation Allowance Under Schedule 19,Large
Power Service; Case No.IPC-E-24-02.
4.Action Item: Adam Triplett's March 19,2024,Decision Memorandum re: In the Matter of
Questar Gas Company and Enbridge Quail Holdings'Joint Application for Approval of the
Proposed Sale of Fall West Holdco,LLC to Enbridge Quail Holdings,LLC; Case No. QST G-23-01.
5.Action Item: Adam Triplett's March 19,2024,Decision Memorandum re: In the Matter of Rocky
Mountain Power's Application for Approval of Adjustments to the Irrigation Load Control

Commissioner Anderson made a motion to approve Staff's recommendations for Items 2-10 under the
Consent Agenda. A vote was taken on the motion and it carried unanimously.
The next order of business was MATTERS IN PROGRESS:
11.Action Item: Nancy Ashcraft's March 12,2024,Decision Memorandum re: Updating List of
Regulated Utilities for Assessment.
Ms.Ashcraft presented the Decision Memorandum and notified the Commission of an error in the
Decision Memorandum.Nancy stated(3)fail to maintain a designated agent for service with Commission
Secretary is not listed under Rule 18,it is listed under IDAPA 31.01.01.018.02 (Rule 16). However,it is
not one of the reasons IPUC can remove a utility from its role. The other two (])fail to pay their special
regulatory fees; (2) are no longer conducting business in Idaho are listed under Rule 18.
Commissioner Anderson made a motion to administratively remove the two companies from the list of
utilities subject to the annual regulatory fees as provided under Rule 18.A vote was taken on the motion
and it carried unanimously.
The next order of business was FULLY SUBMITTED MATTERS:
12.Deliberation Memorandum re: In the Matter of the Application of Avista Corporation,d/b/a
Avista Utilities,Requesting Authority to Establish Tariff Schedule 23 for Direct Current Fast
Charging(DCFC)of Electric Vehicles; Case No.AVU-E-23-16 [Chris Burdin,Attorney].
Commissioner Anderson stated that Item 12 under Fully Submitted Matters would be deliberated
privately.
Commissioner Anderson stated there was no further business before the Commission and the meeting was
adjourned.
