I was ill last week. Back in February 2023 I was contacted by Erin Johansen at Ada County Highway District. She set up a time to come to my house to discuss the new overpass they are installing at Linder Road in Meridian. I suspected that they would take a portion of my land when they widened the road, but I had no idea they would be taking all of my property. In order to provide access to Verbena St., they are going to reroute it directly through the middle of my property, my house included. When I purchased my house 26 years ago, I planned on it being the last house I would ever live in. I am now 67 years old and I don't expect to live much more than 20 years, if that long. In 2017 I decided to install solar panels to help reduce my cost of living since I was to retire in 2019. It seemed like a good investment not knowing that the county would be taking my house. In 2017 the common way to install a solar system was to use the Net Metering approach. It didn't require a battery backup and so it was more affordable. When I found out that I had to move, against my wishes, I was assured that I would be able to move my solar system, as is, to the new house. The county also assured me that the cost to move it would be paid for by the county. On February 28, 2024 I sold my house to the county and I purchased a new house on March 1, 2024. It was around that time that I found out that the county would not pay for moving my solar system and that I would not be "grandfathered" and I would need to install a battery backup system. So I decided to move the system and then just let it sit until such time in the future that I could afford the battery backup. I was told to contact the Public Utilities Commission to see if I could be "grandfathered" due to the fact that I did not choose to move, that I was forced to move by the county. If not, I don't know what to do. It might just happen that my system will become outdated before I can come up with the money to install a battery backup system. I paid over $50,000 for my system and it is not feasible to just let it go to waste.
