THE APPLICATION
On October 10,2019, Qu,est Corporation subnritted an Application seeking Commission
approval for an interconnection agreement with CSC Wireless fbr the State of ldaho. This
agreement establishes terms. conditions and pricing for Interconnection and ancillary services for
the State of ldaho.

BACKGROUND
Under the provisions ofthe federal Telecommunications Act of 1996. interconnection
agreements must be submitted to the Commission for approval. 47 U.S.C. { 252(e)(1). The
Commission lnay reject an agreement adopted by negotiations only if it finds thal lhe agreement:
(l ) discriminates agailrst a telecommunications carrier not a party to the agreement; or (2)
implcmentation of thc agreement is not consistent rvith the public inlerest. convr-nience and
necessity. 47 Lj.S.C. S 252(eX2XA).

Telecommunications Act. Accordingly, Stalf recommends Cornmission approval of the
Application for an interconnection agreement.
