BACKGROT'ND
Under the provisions of the federal Telecommunications Act of 1996,
interconnection agreements must be submitted to the Commission for approval, 47
U.S.C. $ 252(eXl). The Commission may reject an agxeement adopted by negotiations
only if it finds that the agreemen[ (l) discriminates against a telecommunications carrier
not a party to the agreement; or (2) implementatioa of the agreement is not consistent
with the public interest, convenience and necessity. 47 U.S.C. $ 252(e)(2)(A).
THE APPLICATION
On May 18,2A17, Qwest Corporation dba CenturyLink QC ("CenturyLink")
submitted an Application seeking Commission approval for an interconnection agreement
with Comcast Phone of ldaho, LLC ("Comcast"). With this Application, Comcast adopts
the existing interconnection agreement between CenturyLink and lonex Communications
North, Inc. dba Birch Communication, approved on April 9,2015. ,See Commission
Order No. 33272. This Agreement establishes the terms and conditions and rates for
local interconnection and the exchange of local traffic between CenturyLink and Comeast
in the State of ldaho.

STAFF ANALYSIS
Staffhas reviewed the Application and believes the agreernent is consistent with
the FCC orders and pro-competitive policies of this Commission, the ldaho Legislature,
and the federal Telecommunications Act. Accordingly, Staff recommends Commission
approval of the interconnection agreement.
