On April 22,2015,Qwest Corporation dba CenturyLink QC (“CenturyLink”)filed a Petition requesting that the Commission grant a waiver from the Federal Communications Commission (FCC)threshold requirements for telephone numbering resources in the Pocatello, Idaho rate center.On April 14,2015,CenturyLink filed a request with NeuStar,the current number pooling administrator,requesting a block of 1,000 telephone numbers to be used to deploy new fiber-to-home technology to its customers in Idaho.NeuStar denied the request because CenturyLink’s application did not meet the “months-to-exhaust”requirements. CenturyLink asserts in its Petition that a waiver is essential in order to provide its customers with the new fiber-to-home technology. FCC regulations allow a carrier to appeal a decision by NeuStar to withhold numbering resources to the appropriate State Commission.This Commission may overturn NeuStar’s decision,based on its determination that the carrier has demonstrated a verifiable need for numbering resources and has exhausted all other available remedies.See 47 C.F.R.§ 52.15(g)(3). Commission Staff reviewed CenturyLink’s Petition and recommended the Commission approve the numbering request.Staff further determined there are currently $7 sequential,1,000 blocks of numbers available in the pool for the Pocatello rate center.Based upon our review of the Petition and Staff’s recommendation,the Commission finds that granting this waiver will not have a detrimental effect on the numbering resources of that rate center. ORDER IT IS HEREBY ORDERED that CenturyLink’s request for a waiver of FCC threshold requirements for numbering resources in the Pocatello,Idaho rate center is approved. One 1,000-block numbers in the 208 area code may be released to CenturyLink to implement its new fiber-to-home technology.
