authorizes Z- Tel to provide basic local exchange services within the state of Idaho. The
Commission approved Z-Tel's Certificate by Order No. 28766 issued July 9, 2001, and
authorized Z- Tel to provide telecommunications services in the state ofIdaho. This Certificate is
predicated upon and is issued pursuant to the findings of the Commission in Order No. 28766.
