NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that on March 21 2006, YMax Communications
Corp. ("YMax" or "Company ) filed an Application for a Certificate of Public Convenience and
Necessity with the Commission. In its Application, YMax states that it is requesting authority to
provide basic resold and facilities-based local exchange services and resold interexchange
service to both residential and business customers by combining unbundled network elements
and reselling services obtained from incumbent local exchange carriers in Idaho pursuant to
interconnection agreements. YMax requests a certificate for all Idaho exchanges not exempt
from competition.
YOU ARE FURTHER NOTIFIED that YMax is a Delaware corporation with a
primary place of business in Palm Beach, Florida. The Company has a Certificate of Authority
to do business in the State of Idaho issued by the Idaho Secretary of State on March 10, 2006.
The Company has provided financial information and the appropriate contact information for its
registered agent for service of process within Idaho. The Company also filed an illustrative tariff
(and revisions thereto on June 28, 2006).
NOTICE OF MODIFIED PROCEDURE
YOU ARE FURTHER NOTIFIED that the Commission has reviewed the
Application in this case and has preliminarily determined that the public interest in this matter
may not require a hearing to consider the issues presented, and that the issues raised by the
Application may be processed under Modified Procedure , by written submission rather
than by hearing. IDAPA 31.01.01.210-204. The Commission notes that Modified Procedure

and written comments have proven to be an effective means for obtaining public input and
participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission within
twenty-one (21) days from the service date of this Order. The comment must contain a statement
of reasons supporting the comment. Persons desiring a hearing must specifically request a
hearing in their written comments. Written comments concerning this Application shall be
mailed to the Commission and the Applicant at the addresses reflected below:

or may decide the matter and issue its Order based on the written comments before it. IDAP A

and exhibits have been filed with the Commission and are available for public inspection during
regular business hours at the Commission offices or on the Commission s website
www.puc.idaho.gov under the "File Room" icon.

YOU ARE FURTHER NOTIFIED that the Commission has jurisdiction over this
matter pursuant to Title 62 of the Idaho Code, and specifically Idaho Code 962-604 and
Procedural Order No. 26665.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission s Rules of Procedure, 31.01.01.000 et seq.
ORDER
IT IS HEREBY ORDERED that the Application ofYMax Communications Corp. be
processed by Modified Procedure, IDAPA 31.01.01.201-204. Persons interested in submitting
written comments in this matter must do so no later than twenty-one (21) days from the service
date ofthis Order.
