SECTION 1 - TERMS AND ABBREVIATIONS
Access Line local channel for voice, data, or video
communications which connects the Customer location to a location
of the Company.
Account - The Customer who has agreed , verbally or by signature, to
honor the terms of service established by the Company. An account
may have more than one access code billed to the same Customeraddress.
Authorization Code - A pre-defined series of numbers to be dialed
by the Customer or End User upon access to the Company s system to
notify the caller and validate the caller s authorization to use
the services provided. The Customer is responsible for charges
incurred through the use of his or her assigned Authorization Code.
Calling Card - A billing convenience whereby the End User may bill
the charges for a call to an approved local exchange company-issuedCalling Card. The terms and conditions of the local exchange
company shall apply to payroent arrangements.
Commission - Refers to the Idaho Public Utility Commission.
Company - Xtracom , Inc., unless stated otherwise.
Company s Point of Presence - Location of the serving centraloffice associated with access to the Company s network.
Customer - Any person , firm, partnership, corporation or other
entity which uses service under the terms and conditions of this
tariff and is responsible for the payroent of charges.
Customer Dialed Calling Card Call - A service whereby the End User
dials all of the digits necessary to route and bill the call.
Dedicated Access - A method of reaching the Company services
whereby the Customer is connected directly to the Company s Pointof Presence without utilizing services of the local switchednetwork.

End User - Any person, firm , partnership, corporation or other
entity which uses the service of the Company under the terms and
conditions of this tariff. The End User is responsible for paYmentunless the charges for the service utilized are paid by the
Customer.
Equal Access - A form of dialed access provided by local exchange
companies whereby interexchange calls dialed by the Customer are
automatically routed to the Company network. Presubscribed
Customers may also route interexchange calls to the Company
network by dialing an access code supplied by the Company.
Holidays - New Year s Day, Memorial Day, Independence Day, LaborDay, Thanksgiving Day, and Christmas Day.
Ini tial And Additional Period - The Initial Period denotes the
interval of time allowed at the rate specified for a connection
between given service points. The Additional Period denotes the
interval of time used for measuring and charging for time in excess
of the Initial Period.
LATA - Local Area of Transport and Access
Special Access - See Dedicated Access.
Swi tched Access - A method for reaching the Company through the
local switched network whereby the End User uses standard businessor residential local lines.
Te~inal Equipment Telecommunications devices,
associated wiring on the Premises of the Customer.apparatus and
Travel Card - A billing mechanism which enables the Customer to
access the service of the Company while away from home or office.

Undertaking of Xtracom
Xtracom s services and resold facilities are furnished forintraLATA and interLATA communications originating
specified points within the state of Idaho under terms of thisprice list.
Xtracom installs, operates , and maintains the communications
services provided hereinunder in accordance with the terms and
conditions set forth under this price list. Xtracom may actas the Customer agent for ordering access connection
facilities provided by other carriers or entities, whenauthorized by the Customer, to allow connection of
Customer location to the Xtracom network. The Customershall be responsible for all charges due for such service
arrangement.
The Company s services and resold facilities are provided on
a monthly basis unless otherwise provided, and are available
twenty- four hours per day, seven days per week.
Limitations
Service is offered subject to the availability of
the necessary facilities and equipment and subject
to the provisions of this price list.
Xtracom reserves the right to discontinue or limit
service when necessitated by conditions beyond itscontrol, or when the Customer is using service in
violation of provisions of this price list, or in
violation of the law.
The Company does not undertake to transmitmessages, but offers the use of its facilities when
available, and will not be liable for errors intransmission or for failure to establishconnections.

Limitations,(Cont' d.
Use
All services and resold facilities provided underthis price list are directly or indirectlycontrolled by Xtracom and the Customer may not
transfer or assign the use of service or facilitieswithout the express written consent of theCompany. Such transfer or assignment shall only
apply where there is no interruption of the use or
location of the service or facilities.
Prior written permission from the Company isrequired before any assignment or transfer. All
regulations and conditions contained in this price
list shall apply to all such permitted assignees or
transferees, as well as all conditions of service.
Pre subscribed service is available from equal
access locations only. Travel service is available
from any originating location in the state.
Services provided under this price list may be used for any
lawful purpose for which the service is technically suited.

Payment for Service
All charges due by the Customer are payable to Xtracom or any
agency duly authorized to receive such payroents. Anyobj ections to billed charges must be reported to the Company
within thirty (30) days of the invoice date. Adjustments to
Customer bills shall be made to the extent that
circumstances exist which reasonably indicate that such
changes are appropriate.
Customers are responsible for all charges associated with
their account , including all charges placed against TravelCard numbers. Customers claiming not to be responsible for
more than five calls on any one statement may be required to
accept a Travel Card number change issued by Xtracom.
Taxes
All state and local taxes (i. e., gross receipts tax , salestax, municipal utilities tax) are listed as separate line
items and are not included in the quoted rates.
Cancella tion
Customers must provide thirty days written notification to
Xtracom prior to cancellation. Customers are responsible forall charges, including fixed fees, which accrue up to thecancellation date.

Other Rules
SECTION 2 - RULES AND REGULATIONS,(CONT'D. )
The Company reserves the right to discontinue service, limit
service, or to impose requirements on Customers as required to
meet changing regulatory rules and standards of the Idaho
Public Utilities Commission.
Refunds or Credits for Service Outages or Deficiencies
Credit allowances for interruptions of service caused by
service outages or deficiencies are limited to the initial
minimum period call charges for re-establishing theinterrupted call.
800 Numbers
The Company will make every effort to reserve " 800"
vanity numbers on behalf of customers , but makes no
guarantee or warrantee that the requested " 800"
number (s) will be available or assigned to the
customer requesting the number.
If Customer accumulates undisputed past-duecharges, the Company reserves the right not to
honor the Customer s request for a change in 800
service to another carrier (e. g., "porting" of the
800 number), including a request for a ResponsibleOrganization (Resp. Org.) change, until such time
as all charges are paid in full.
800 numbers shared by more than one Customer
whereby individual customers are identified by a
unique Personal Identification Number , may not be
assigned or transferred for use with service
provided by another carrier. Subj ect to the
limitations provided in Section 2.2, the Company
will only honor Customer requests for change in
Resp. Org. or 800 service provider for 800 numbers
dedicated to the sole use of that single Customer.

Calculation of Distance
Usage charges for mileage sensitive services vary based on the
type of service subscribed to by the Customer. For servicesutilizing switched access, mileage measurements for rate
schedules are based on the distance in airline miles between
rate centers associated with the originating and terminatingstations. For services utilizing dedicated access, mileage
measurements for rate schedules are based on the distance inairline miles between the Xtracom network access pointassociated with the station utilizing Dedicated Access
Origination/Termination and the rate center associated withthe called/calling station.
The distance between the originating and terminating points is
calculated by using the "V" and "H" coordinates of the servingwire centers as defined by BellCore (Bell Communications
Research), in the following manner:

Obtain the "V" and "H" coordinates for the servingwire center or network access point serving the
Customer s location and the called/calling station.
Obtain the difference between the "V" coordinates.
Obtain the difference between the "H" coordinates.
Square the differences obtained in Step

Divide the sum of the square obtained in Step 4 byten (10). Round to the next higher whole number if
any fraction results from the division.
Obtain the square root of the whole number obtained
in Step 5. Round to the next higher whole numberif any fraction is obtained. This is the distance
between the originating and terminating locationsof the call.

Timing of Calls
Long distance usage charges are based on the actual
usage of the Company s network. Chargeable time
begins when the calling and the called station areconnected.
Chargeable time ends when the calling service pointterminates, thereby releasing the network
connection. If the called party hangs up but the
calling number does not, chargeable time ends when
the network connection is released by signal fromthe called party location or by automatic timing
equipment in the telephone network.
Unless otherwise specified in this tariff, theminimum call duration for billing purposes iseighteen (18) seconds.
Unless otherwise specified in this tariff , usage is
measured and rounded in six (6) second increments
for billing purposes.
The Company shall not bill for unanswered calls.

Fla t Rate Option L Service
Xtracom I s Flat Rate Option L service offers the Customer
direct dialed 1+ outbound service with the luxury of having
the monthly usage billed on the Customer I s local exchangecompany (LEC) bill. All calls will be billed in one (1)minute increments after an initial period for billing
purposes, of one (1) minute. Per minute, monthly recurring
and nonrecurring charges apply for this service. Intrastate
service is only offered as an add on to interstate service.

Directory Assistance is available to Customers of Xtracom
Service. A Directory Assistance charge applies to each callto the Directory Assistance Bureau. Up to two requests may be
made on each call to Directory Assistance. The Directory
Assistance charge applies to each call regardless of whetherthe Directory Assistance Bureau is able to furnish the
requested telephone number.
