COMMISSION STAFF
COMES NOW the Staff of the Idaho Public Utilities Commission, by and through its
attorney of record, Neil Price, Deputy Attorney General, and in response to the Notice of
Application and Notice of Modified Procedure issued on January 28,2016, Order No. 33457,
submits the following comments.
BACKGROUND
On December 15, 2015, Wide Voice, LLC ("Wide Voice" or "Company") filed an
Application with the Commission for registration/certification as a facilities-based wholesale
provider of local telecommunications services in the State of Idaho pursuant to Procedural Order
No.32277, IDAPA 31.01.01.0114, and Title 62 of the ldaho Code. Application l.

STAFF ANALYSIS
Wide Voice is a Nevada limited liability company and lists its principal place of business
as Las Vegas, Nevada. Id. Wide Voice is registered with the Idaho Secretary of State as a foreign
corporation and lists CT Corporation System,92l S. Orchard Street, Suite G, Boise,Idaho 83705,
as its Idaho registered agent for service. .Id.
Wide Voice states that it is in the process of negotiating interconnection agreements with
Qwest Corporation dba CenturyLink QC and will have these agreements filed with the
Commission prior to offering any local services. Id. at2.
The Company has reviewed the Commission Rules and agrees to comply with rules
applicable to competitive wholesale providers of local telecommunications service. Id. Wide
Voice agrees that if it obtains numbering resources in Idaho, it will be subject to numbering
conservation measures . Id. at 3.
STAFF RECOMMENDATION
Staff has reviewed Wide Voice's Application for registration as a wholesale provider of
telecommunications services in Idaho for compliance with applicable legal requirements and
believes the Company is in compliance with Commission Rule of Procedure 114 and Commission
Order No.32277. Staff believes that Wide Voice possesses the requisite financial, managerial,
and technical qualifications necessary to operate as provider of telecommunications services.
Staff, therefore, recommends that the Commission approve Wide Voice as a registered wholesale
communications provider subject to the following conditions:
1. Wide Voice complies with number pooling and requirements of the North American
Numbering Plan Administrator, as set fonh in Commission Order No. 30425.
2. Wide Voice provides the necessary reports, and contributes as appropriate to the Idaho
Universal Service Fun, Idaho Telecommunications Relay System, and Idaho
Telecommunications Service Assistance Program; and
3. Wide Voice complies with all future reporting requirements deemed appropriate by the
Commission for competitive telecommunications providers.
