Calculation of Distance
Usage charges for all mileage sensitive
products are based on the airline distance
between rate centers associated with the
originating and terminating points of thecall.
1.2 The airline mileage between rate centers
determined by applying the formula below to
the vertical and horizontal co-ordinates
associated with the rate centers involved.
Western Communications uses vertical and
horizontal coordinates produced by Bell
Communications Research in their NPA-NXX V&H

Minimum Call Completion
Customers can expect a call completion rate of not less than
90% during peak peroids for feature Group A (FGA) services.
The call completion rate is calculated as the number of
calls completed , including calls completed to a busy or
unanswered line , divided by the number of calls attempted.
Description of Services
Pay telephone services for local , intralata
interstate calls , intralata intrastate
interlata intrastate calls and interstate
calls are offered. Originating service is
available to consumers from Western
Communications pay telephone locations in theservice area as defined in section 3.
Western Communications service is offered
twenty four hours a day.
Western Communications service agreement
in effect for a minimum of 30 days.

Liabili ties of The Company
7 . 1 The below tariff language does not constitute a
determination by the commission that a limitation ofliabili ty imposed by the company should be upheld in a
court of law. Acceptance for filing by the commission
recognizes that it is a court's responsibility to
adjudicate negligence and consequential damage claims.
It is also the court's responsibility to determine the
vali di ty of the exculpatory clause.
Western Communications will give at least 10 days
notice to customers and Idaho PUC before making any
changes in rates or charges. The not ice to customers
will be either individual notice or a public notice in
the newspapers in Western Communications Idaho service
areas. The notice will describe the nature of the ratechanges.
