1.0 Explanation of Terms and Abbreviations
Company or Carrier
Used throughout this price list to mean Wholesale Carrier
Services, Inc. unless specified or clearly indicated by the
context.
Consumer or Customer
A person, firm, partnership, corporation or other entity which
arranges for the Company to provide, discontinue or rearrange
telecommunications services on behalf of itself or others;
uses the Company's telecommunications services; and is
responsible for payment of charges, all under the provisions
and terms of this price list.
WCS
Used throughout this price list to mean Wholesale Carrier
Services, Inc.
V & H Coordinates
Mathematical location of wire centers as described in NECA FCC
Tariff No. 10 and used by Bell Communications Research in
rating tapes. V & H coordinates are used in determining the
airline mileage between the originating and terminating points
of a call.

2.0 Rules
2.1 General
Wholesale Carrier Services, Inc. provides message
telecommunications and alternate operator services.
Calls are routed and terminated over resold transmission
facilities. Calls may terminate to locations throughout
the state of Idaho.
2.2 Limitations
A. Service is offered subject to the availability of
the necessary facilities and/or equipment and
subject to the provisions of this price list. The
Carrier reserves the right not to provide service
to or from a location where the necessary
facilities or equipment are not available.
B. The Carrier reserves the right to discontinue
service upon written notice, when necessitated by
conditions beyond its control or when the Customer
or Consumer is using the service in violation of
the provisions of this tariff, or in violation of
the law.
C. Title to all facilities provided by Carrier under
these regulations remains in the Carrier.
D. Calls are branded and the billed party is notified
that the carrier is Wholesale Carrier Services,
Inc.

2.3 Billing and Payment For Service
A. Payment for Service
The Customer is responsible for payment of all
charges for services and equipment furnished to the
Customer or to an end user of the Customer by the
Company. All charges due by the Customer are
payable to the Company or to any agency duly
authorized to receive such payments (such as a
local exchange company).
B. Disputed Charges
Charges billed directly by the Company are due upon
receipt. Amounts not paid within 15 days of the
invoice will be considered past due. For charges
billed directly by the Company, notice from the
Customer of a dispute as to charges must be
received in writing by the Company within three
years after the date of the invoice. Otherwise,
all charges will be considered correct and binding.
For charges billed through the Customer's local
exchange carrier, notice from the Customer of
disputed charges must be received in writing by the
Company within three years after the date of the
bill is issued. Otherwise, all charges will be
considered correct and binding on the Customer.
The Company will promptly investigate and advise
all billed parties as to its findings concerning
disputed charges. Adjustments to Customer's bills
shall be made to the extent that circumstances
exist which reasonably indicate that such changes
are appropriate. Customers may contact the Idaho
Public Utilities Commission in the event of an
unresolved dispute at the Office of Consumer
Affairs, Idaho Public Utilities Commission, 472
West Washington, Boise, Idaho 883720.

C. Validation of Credit
The Company reserves the right to validate the
creditworthiness of Customers and billed parties
through available verification procedures and to
establish a maximum predetermined credit amount.
Where a requested billing method cannot be
validated or maximum credit amount established, the
Company may refuse to provide service.

D. Deposits
The Company does not normally require deposits.
E. Return Check Charge
A return check charge of $20.00 will be assessed
for checks returned for insufficient funds. Any
applicable return check charges will be assessed
according to the terms and conditions of the
Company or its billing agent and pursuant to Idaho
law.

3.0 Description of Service
3.1 General
Calls are billed based on duration, mileage, time of day
and day of week. Per minute usage rates and a per-call
automated collect call charge apply to all calls.
3.2 Timing of Calls
Chargeable time begins when the called party accepts the
charges for the collect call. Chargeable time ends when
the system detects that either party has "hung up".
3.3 Mileage Calculation
Charges for each call are computed on an airline mileage
basis as described below.
Usage charges for all mileage sensitive products are
based on the airline distance between the originating and
terminating points of the call. The airline mileage
between end points is determined by applying the
following formula to the vertical and horizontal
coordinates associated with the originating and
terminating locations. The Company uses the wire centers
and associated vertical and horizontal coordinates that
are produced by Bell Communication Research (BellCore) in
their NPA-NXX V & H Coordinates Tape and NECA Tariff FCC
No. 4.
